The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives.
Summary:
To manage an agency's financial accounting or auditing staff and program; perform related work. The Deputy Chief Financial Officer (Deputy CFO) provides strategic support and operational leadership for the financial and budgetary functions of the Idaho Office of the State Board of Education (OSBE). Reporting directly to the Chief Financial Officer (CFO), the Deputy CFO manages OSBE’s internal financial operations and leads the coordination of statewide budget requests for - the state’s higher education institutions, including community colleges and college/universities, and the Board’s subordinate divisions and state entities. The role also oversees audit and compliance functions, ensures strong internal controls, and maintains transparent, accurate financial reporting. As the second-in-command within OSBE’s Fiscal Team, the Deputy CFO provides direction to staff, promotes consistent financial practices across OSBE and its subordinate divisions and state entities, fosters collaboration among institutions, and serves as a trusted advisor and partner to the CFO.
Job Responsibilities:
Strategic Financial Leadership & Oversight
+ Partner with the CFO to develop the organization’s financial strategy, ensuring alignment with Board priorities and state policy.
+ Provide executive-level analysis of financial trends, risks, and opportunities to inform decision-making.
+ Assist and support CFO in special financial initiatives such as performance-based budgeting, financial modernization, or cost-efficiency studies.
+ Represent the CFO in executive leadership meetings, legislative hearings, and interagency workgroups.
+ Provide strategic support to fiscal staff at higher education institutions and subordinate divisions and state entities.
Policy and Governance
+ Advise CFO and Board leadership on the fiscal impact of proposed policies, programs, and legislation.
+ Ensure compliance with state and federal fiscal regulations while identifying opportunities for policy innovation.
+ Understand actions taken may have significant legal ramifications.
+ Direct the development of and changes to financial reporting and management systems which are subject to frequent and major modifications and direct their implementation.
+ Oversee continuous improvement of financial policies, internal controls, and accountability standards across subordinate divisions and state entities, and higher education institutions.
+ Support the Audit Risk Compliance Committee and ensure effective follow-up on audit findings.
Budget and Resource Allocation
+ Assist CFO in leading cross-agency and institution coordination of budget submissions, ensuring strategic alignment and fiscal responsibility.
+ Oversee prioritization of resources across programs, balancing immediate operational needs with long-term investments.
+ Evaluate funding models and recommend adjustments to optimize financial sustainability.
+ Provide scenario planning and forecasting to support executive-level decision-making.
Financial Reporting & Transparency
+ Oversee preparation of high-level financial reports and assist CFO in presentations for the Board, Legislature, and public stakeholders.
+ Ensure reporting goes beyond compliance by highlighting strategic insights, risks, and opportunities.
+ Champion transparency in financial operations to strengthen accountability and public trust.
Organizational Leadership and Staff Development
+ Incumbents hire, train, and evaluate the performance of professional staff and manage their activities.
+ Supervise financial managers and staff, providing mentorship and professional development opportunities.
+ Build organizational capacity by fostering collaboration, knowledge-sharing, and continuous improvement.
+ Act as second-in-command to the CFO, with authority to step into CFO responsibilities when delegated or in their absence. External Relations and Collaboration
+ Serve as a liaison with state agencies, higher education institutions, federal partners, and external auditors on fiscal matters.
+ Assist CFO in negotiations with external partners on fiscal agreements, contracts, and intergovernmental financial arrangements.
Minimum Qualifications:

Experience:
+ Supervising others Auditing and interpreting computerized financial reports and data
+ Auditing or designing and maintaining computerized financial reporting systems and subsystems • Auditing or establishing internal financial reporting controls
+ Preparing financial management or audit reports
+ Preparing and making oral presentations
+ Possess bachelor’s degree in accounting, finance, economics, public administration, or related field OR 5+ years progressively responsible experience in areas such as budget analysis, financial management, or public sector administration.
+ Extensive experience in fiscal management, public budgeting, or governmental accounting. Typically gained by five or more years of progressively responsible experience in budget development, financial analysis, or accounting within a state agency, higher education institution, or other public sector organization.
+ Demonstrated knowledge of accounting principles, fiscal operations, economic practices, and public policy. Typically gained by five or more years of professional experience in budgeting, accounting, financial analysis, or policy development within a governmental, higher education, or large public or private organizational setting.
+ Proven experience in financial analysis, budget development, auditing, and reporting in a complex organizational or governmental setting. Typically gained by five or more years of professional experience performing financial analysis, budget preparation, and auditing functions in a state agency, higher education institution, or large public or private organization.
+ Strong leadership, project management, and strategic planning skills with the ability to manage multiple priorities and meet deadlines. Typically gained by five or more years of progressively responsible experience in managing projects, programs, or teams within a governmental, higher education or complex organizational setting.
+ Advanced proficiency with financial systems and software, including spreadsheets, databases, and accounting applications. Typically gained by five or more years of professional experience using financial management systems, data analysis tools, and advanced spreadsheet function in a budgeting, accounting, or financial reporting role within a governmental, higher education, or large organizational setting.
+ Ability to explain complex financial concepts to diverse audiences, including executive leadership and policymakers. Typically gained by five or more years of professional experience in a financial, budget, or policy analysis role that required presenting and interpreting financial data or reports to non-technical audiences such as administrators, governing boards, legislators, or the public.
+ Ability to effectively negotiate, collaborate, and build trust across multiple stakeholders. Typically gained by five or more years of experience in management or leadership roles within a governmental, higher education, or complex organizational setting.
Preferred Qualifications:
+ Master’s degree in related field, CPA, or other professional certification
+ Experience in Idaho state fiscal operations and budget processes
+ Knowledge of higher education funding structures, policies, and operational systems in Idaho
+ Familiarity with internal controls and audit compliance
+ Strong interpersonal and communication skills for working with senior officials, institutional leadership, and external stakeholders
+ Exceptional written and verbal communication skills
