Role Overview:
The Supportive Housing Analyst contributes to fulfilling the IHCDA's mission and meeting strategic and annual operational and program goals by working with programs targeted at serving vulnerable populations, including, but not limited to, persons with disabilities and those experiencing homelessness.
Salary Statement:
The salary for this position traditionally ranges from $48,000 to $58,000 annually.
A Day in the Life:
Serve as primary point of contact for and handle day-to-day tasks of the Indiana Critical Time Intervention (ICTI) Program, ensuring funds are efficiently and compliantly administered to provide assistance to persons experiencing or at risk of homelessness.
+ In conjunction with Director of Supportive Housing Programs and Chief Real Estate Development Officer, create Requests for Proposals for organizations looking to utilize the ICTI funds. Serve on selection committee to select organizations to receive funds
+ Ensure compliance with recordkeeping, reporting, and monitoring requirements
+ Track utilization of awards, reallocating funds when necessary to ensure utilization
+ Create and maintain standard operating procedures for the ICTI program
+ Make recommendations on future policy improvements and new uses of the fund
Serve as primary point of contact for and handle day-to-day tasks for the HOME Tenant Based Rental Assistance (TBRA) Program, ensuring funds are efficiently and compliantly administered to provide assistance to persons who were formerly incarcerated and experiencing or at risk of homelessness.
+ In conjunction with Director of Supportive Housing Programs and Chief Real Estate Development Officer, create Requests for Proposals for organizations looking to utilize the HOME TBRA and HOME-ARP Supportive Services funds. Serve on selection committee to select organizations to receive funds
+ Ensure compliance with recordkeeping, reporting, and monitoring requirements
+ Track utilization of awards, reallocating funds when necessary to ensure utilization
+ Create and maintain standard operating procedures for the HOME TBRA and HOME-ARP programs
+ Make recommendations on future policies improvements and new uses of the funds
Serve as the primary point of contact for the Second Chance Act Pay For Success Program, ensuring funds are efficiently and compliantly administered to provide supportive housing to persons who are exiting incarceration.
+ In conjunction with the Director of Supportive Housing Programs, create policies and procedures necessary to meet BJA deliverables, and develop tools to track performance-based outcomes metrics
+ Lead regular check-in meetings with Second Chance Program service providers
+ Serve on the Second Chance Program steering committee. Take meeting minutes and assist the Director of Supportive Housing Programs with coordinating and facilitating meetings
+ Ensure compliance with recordkeeping, reporting, and monitoring requirements
+ Create and maintain standard operating procedures to align the Second Chance Program with HOME TBRA funding
Provide technical assistance and training to partners.
+ Respond in a helpful and timely manner to inquiries, either by phone, electronically, or in person, from customers, intermediaries, local elected officials, and other interested parties
+ Ensure customers have a clear understanding of program requirements
+ Create appropriate training materials, conduct webinars and training opportunities as needed
Work with the Director of Supportive Housing Programs, Chief Real Estate Development Officer, and IHCDA partners to provide support for IHCDA’s Supportive Housing Initiative.
+ Provide support for the Indiana Supportive Housing Institute
+ Attend meetings and events related to supportive housing
+ Provide support for IHCDA’s ongoing performance monitoring of the supportive housing portfolio
Miscellaneous Responsibilities
+ Positively represent IHCDA on various external committees and speaking engagements
+ Write notices and other memos to keep partners updated and informed on policy and procedures
+ Attend and participate in weekly staff meetings
+ Attend and participate in department meetings, events, retreats, etc.
+ Participate in continuous improvement events including daily huddles, rapid improvement events, process mapping, etc.
+ Other duties as assigned
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
+ Preferred 3-5 years relevant job experience in the field of affordable housing, real estate development, real estate finance, multifamily property management, community development, or other experience related to dealing with issues of homelessness.
+ Preferred experience with rental assistance programs, with applicable certifications.
+ Demonstrates effective verbal and written communication skills. Able to effectively communicate with a variety of individuals with diverse backgrounds, education, and economic levels.
+ Demonstrates strong presentation skills. Can facilitate both large and small group presentations.
+ Demonstrates customer service orientation.
+ Demonstrates a commitment to problem solving and a focus on being solutions-oriented.
+ Able to think logically and analytically.
+ Able to research and comprehend complex regulations and then put that information into practice through policy and procedures.
+ Proactive in anticipating and alerting others to problems with projects or processes.

+ Performs responsibilities efficiently and timely. Able to juggle multiple requests and meet multiple deadlines. Able to prioritize, organize tasks and time, and follow up.

+ Proficient in basic computer skills, i.e. Microsoft Word, Excel, Internet usage (e-mail).
+ Proficient in basic mathematics.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
