ABOUT
The AIS Infrastructure Group consists of four civil/vertical construction companies. Our services include infrastructure improvement, heavy civil construction, vertical construction, site development for government and state agencies and private enterprise across the United States.
GENERAL POSITION SUMMARY
The Purchaser/Subcontracts Manager is integral to the organization's procurement processes, ensuring that purchasing activities are executed smoothly and efficiently. The following sections detail the primary responsibilities and expectations for this role.
MAJOR DUTIES & RESPONSIBILITIES
Supplier Management
While the supplier management process is currently under development, the Purchaser/Subcontracts Manager is responsible for supporting the estimating team during the bidding phase. This involves identifying, evaluating, and selecting vendors based on essential criteria such as price, quality, and delivery speed. The main objective is to secure reliable suppliers that can fulfill the company's procurement requirements.
Negotiation
During each project, the Estimating team secures quotes and commitments from major material suppliers and subcontractors. The Purchaser/Subcontracts Manager must ensure that all parties adhere to the terms and prices quoted in project bids. If changes in the scope of work necessitate revised pricing, this role leads negotiations to establish new agreements that reflect any required adjustments.
Procurement
After receiving quotes for materials, goods, and services from the field, the Purchaser/Subcontracts Manager is responsible for preparing and processing purchase orders within the system. This includes ensuring that procurement transactions are both timely and accurate, supporting the continuity of operations.
Receiving
The Purchaser/Subcontracts Manager oversees the receipt of goods and services, verifying them against purchase orders prior to invoice processing by Accounts Payable. This step is crucial for maintaining the accuracy and integrity of purchasing records.
Financial Analysis
Upon receiving invoices from subcontractors, the Purchaser/Subcontracts Manager conducts thorough analyses to determine if any overages are justified. Any overages identified must be approved by management before payment is released, ensuring financial accountability.
Problem Resolution
This role is responsible for resolving various vendor-related issues, including defective products, pricing discrepancies, and delivery challenges. The Purchaser/Subcontracts Manager also addresses differences between invoices and purchase orders, facilitating accurate entry into accounts payable. Additionally, this position monitors receipts and invoices that impact the AP Clearing account in the general ledger.
Record Keeping
Maintaining comprehensive and organized records is a fundamental aspect of this role. The Purchaser/Subcontracts Manager must document all purchases, inventory levels, and supplier information to support transparency and accountability.
Collaboration
Collaboration with internal departments is essential for understanding procurement requirements and aligning purchasing activities with broader business goals. The Purchaser/Subcontracts Manager acts as a liaison between Operations, the Office, and external vendors to ensure clear communication and effective coordination.
EDUCATION, KNOWLEDGE, SKILLS & ABILITIES
+ Education: High School Diploma or GED required; Bachelor's Degree in Business Administration, Construction Management, Supply Chain Management, or a related field preferred
+ Experience: Minimum of 3 years' relevant experience preferred. If no formal education, then 5 years of relevant experience is required.
+ Communication: Excellent verbal and written communication skills are necessary for effective interaction with vendors and internal staff.
+ Negotiation: Strong negotiation skills enable the Purchaser/Subcontracts Manager to secure favorable prices and terms for goods and services.
+ Analytical Skills: The ability to analyze market trends, financial reports, and relevant data is crucial for making informed procurement decisions.
+ Organizational Skills: Exceptional organizational abilities are required to manage multiple tasks, maintain order, and ensure attention to detail.
+ Technical Proficiency: Familiarity with computer systems, procurement software, and the Microsoft Office Suite is essential for efficient workflow.
+ Business Acumen: A solid understanding of purchasing procedures, company policies, and budgetary limitations is vital to fulfilling the responsibilities of the role.
