Scope of Job
To provide leadership, direction, and financial oversight as well as financial analysis for Facilities Planning and Construction, capital budgeting, and debt service.
Description of Duties
+ Responsible for directing and managing the financial operations of Facilities Planning and Construction.
+ Ensures compliance with funding requirements on construction projects and responsible for maintaining an accurate inventory of University property as required by the State of Texas Comptroller’s Office.
+ Submits changes and obtains proper approvals of the Capital Improvement Program to UT System on a timely basis.
+ Oversees the financial planning for long-range capital programs designed to support long-range construction plans.
+ Responsible for overseeing the reconciliation of assigned accounts, including construction projects to ensure proper labor costs, operating expenditures, encumbrances, and timely reimbursements of bond proceeds from UT System.
+ Analyzes and forecasts financial constraints that affect departmental operations and makes recommendations.
+ Manages the accounting and financial reporting functions for construction and applicable accounts.
+ Develops short and mid-range plans, conceptual strategies, budget requirements and documentation for assigned area. Actively involved in the completion of the annual budget cycle and annual departmental Strategic Plans.
+ Oversees and participates in the hiring, training, and evaluation of assigned staff.
+ Ensures compliance with funding requirements on project and operational accounts.
+ Participates in cross-institutional meetings and committees as assigned.
+ Represents the division in official functions.
+ May perform other duties as assigned.

General supervision from immediate supervisor.

Provides direct and indirect management and supervision to assigned staff.
Required Education
Bachelor’s degree from an accredited University.
Preferred Education
Master’s degree in Business Administration or related field from an accredited University.
Licenses/Certifications
None.
Required Experience
Five (5) years experience in facilities operations, budget control methods, governmental accounting and/or application of accounting theory.
Preferred Experience
Experience obtained in an institution of higher education.
Equipment
Standard office equipment.
Working Conditions
Needs to be able to successfully perform all required duties. Office environment; some travel and weekend work is required. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.

+ Knowledge of institution’s fiscal activities and financial programs.
+ Knowledge of budget control methods and applicable University policies and procedures.
+ Familiarity with University of Texas System and State of Texas laws and regulations pertaining to fiscal operations.
+ Ability to supervise and review the work of others, and issue work schedules and work orders.
