Job Summary : Directs right of way program activities. Supervises a branch office and directs the work of assigned staff. Directs subordinate managers and staff.
Primary Duties & Responsibilities:
• Researches and prepares replacement housing supplemental appraisals for displaced residential property owners and/or residential tenants for state DOT and local governments according to the Uniform Relocation Assistance and Real Property Acquisition and the Federal Register.
• Reviews and approves supplemental housing appraisals prepared by state relocation agents, various consultants, and local government agencies in the development and determination of benefits to be provided to displaced families.
• Prepares and reviews all required documents necessary for relocating a displaced residence or business and provides advisory assistance to each assigned displaced, state acquisition managers, various consultants, and local government coordinators.
• Facilitate statewide CFR training for staff and consultants
• Conduct statewide audits
• May manage consultants and procurement processes.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
Entry Qualifications:
• High school diploma/GED, which includes four (4) years in a managerial role or two (2) years of experience at the lower level Mgr, Right of Way Svcs (REM020)
• "Note: Some positions may require state certification as an appraiser.
Agency Specific Qualifications:
• Bachelor’s degree from an accredited college or university AND four (4) years of related experience performing related real estate services OR Bachelor's degree in a related area from an accredited college or university AND three (3) years of related managerial experience OR five (5) years’ relocation experience in preparing a variety of complex relocation packages for state and federal projects and e xperience with establishment of relocation benefits and an understanding of the applicable Code of Federal regulations; this experience should include o ne year of experience performing real estate services.
• Ability to read and comprehend Right of Way plans.

• Problem analysis and problem resolution at both a strategic and functional level.

Agency Preferred Qualifications:
• Bachelor’s degree from an accredited college or university related to the areas of: Real Estate, Business, Economics, Marketing, Finance, Accounting, Management, Statistics, Information Systems, Managerial Sciences, Risk Management, Insurance, Transportation, Transportation Planning, or Transportation Engineering.
• Completion of Groups A, B, C, D and E Appraisal Curriculum or IRWA Groups A, B, and C AND 100 appraisal hours.
• Advanced level of experience using T-Pro, ProjectWise and MLS.
• Knowledge of the Uniform Relocation Act, Eminent Domain processes and Right of Way Acquisition.
• Advanced level skills using Microsoft Office.
• One year of experience at a Right of Way Spec 3 (REP022)/position equivalent or higher level.
• State Registered or Certified Appraiser
• Ability to read and comprehend general correspondence and instructional material.
• Ability to recognize and interpret symbols, lines, and other information shown on plans, profiles and maps as related to simple right-of-way activities.
• Knowledge of real estate, property appraisal, or negotiation (e.g., acquired through experience or completion of formal courses in these areas).

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
