Description of Job
The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.
This work unit exists to support all programs within HFEMSD in answering policy questions; creating, implementing, and interpreting rules; and responding to issues regarding passed and proposed legislation. This work includes project management, engaging with stakeholders, researching legal documents and other resources, and writing rule language, policy papers, and other documents to memorialize HFEMSD positions as needed.
Summary of Position:
The Policy Advisor II (the PA or the Incumbent) serves in a staff support role for policy development, rule authoring, and project management matters. Execute projects following the guidance and recommendations Policy and Regulation Services Manager and other positions within the unit for the purpose of making proposals to the Division Director and senior division management regarding health facilities and emergency medical services legislative and regulatory policy. Codifies standards through the Board of Health for licensed health care facilities and emergency medical service programs which range from acute care (such as hospitals) to palliative care (such as hospice) and emergency medical and trauma service practices and programs and prepares guidelines and other compliance assistance documentation for regulated entities. The PA also codifies policies and procedures associated with regulatory oversight for the Divisions day-to-day programmatic operations. Conducts research and analysis on both legal and operational issues in response to requests from senior management. This PA also assists with responses to requests for department records under Colorado's open records laws.

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years

Conditions of Employment:
