    Job Description

    Are you a highly motivated procurement professional with a talent for collaboration and building strong business relationships?

     

    The Department of Administrative Services (DAS) is seeking a skilledStatewide Contracting Officer (Procurement Specialist 4)to lead our complex procurement initiatives. In this role, you will be responsible for the end-to-end management of master agreements and strategic procurements, ensuring maximum value for state agencies and political subdivisions. The ideal candidate is a proactive team player with excellent attention to detail and strong communication skills.

     

    What You'll Do

     

    Strategic Procurement and Contract Leadership

     

    + Manage the full procurement lifecycle for master agreements used by state and political subdivision agencies, from initial request to contract completion or expiration.

    + Develop strategic, enterprise-wide procurement plans and recommend updates to policies and procedures.

    + Create and draft all solicitation documents, including Requests for Proposals (RFPs), and develop evaluation criteria in compliance with Iowa Code, Admin Rules and internal procedures.

    + Analyze agency needs to consolidate requirements and include them in solicitations and contracts.

     

    Stakeholder Engagement and Negotiation

     

    + Serve as a primary resource and subject matter expert on procurement procedures for state agency staff.

    + Negotiate master agreements, single-agency contracts, and other contract types to secure the best terms and conditions.

    + Collaborate with agency staff and contractors to ensure solicitations align with organizational and financial goals, resolving any contract-related issues that arise.

    + Facilitate stakeholder communication and lead presentations to foster productive business relationships with both contractors and agencies.

     

    Contract Administration and Compliance

     

    + Review procurement contracts for assigned agencies, setting renewal and re-bidding timetables to manage contract expiration.

    + Ensure the proper and timely posting of all contracts and provide support to agencies using the agreements.

    + Monitor contractor performance throughout the contract lifecycle to ensure full compliance with terms and conditions.

    + Provide timely and professional responses to all agency inquiries and support requests.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1.) Eight years of full-time work experience in the procurement of technical, standardized, expendable, and non-expendable items, or in services procurement and contract administration, including the review of ongoing compliance with contract requirements and terms.

     

    2) Graduation from an accredited four-year college or university with a degree in business or public administration, accounting, or economics, and experience equal to four years of full-time work in the procurement of technical, standardized, expendable and non-expendable items or in services procurement and contract administration, including the review of ongoing compliance with contract requirements and terms. Procurement Specialist 4 Class Code: 00213 4

     

    3) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

     

    4) All of the following (a, b, and c): a. Three years of full-time work experience in the procurement of technical, standardized, expendable, and non-expendable items, or in services procurement and contract administration, including the review of ongoing compliance with contract requirements and terms; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in business or public administration, accounting, or economics equals one year of full-time experience; and c. A total of one year of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business or public administration, accounting, or economics equals one year of full-time experience.

     

    5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Procurement Specialist 3.
