    We are seeking a casual **_Sr. Program Officer II_** who will support Global Health in Infectious Diseases (CCGHE-ID) programs and grants, including direct supervision of CCGHE-ID staff, grant development and fundraising, management of research projects, and participation in weekly research meetings. CCGHE-ID spans hospital and community-based access to care programs serving uninsured and underinsured patient populations. This position is responsible for assisting the CCGHE-ID Director in planning, developing, funding, implementing, managing, evaluating, and negotiating the operations, programs, and collaborations of the center to ensure alignment with and realization of strategic vision and goals. This role provides oversight and management for programs and activities of the center, encompassing administrative programs and patient care, ensuring that they maintain their quality and reputation.

    Specific Duties & Responsibilities

    + Manage operations, goals, and priorities, provide high-level oversight of programs, and review operations, eligibility, and application requirements.

    + Provide direction for policies, procedures, special initiatives, internal and external training, and data management practices to ensure consistency across primary care sites and alignment with JHHS policy.

    + Identify and manage program and project parameters and milestones, assuring adherence to policy, prescribed timelines, and budgets; evaluate outcomes and adjust activities as needed to meet goals and objectives.

    + Collaborate across stakeholders and inform steering committees and community advisory boards to ensure clear communication and intended outcomes.

    + Represent the center via contacts with local government, hospital, and community providers, and other non-governmental organizations.

    + Collaborate closely with clinical faculty experts and partner institutions to design, develop, and direct timely and relevant programs and services.

    + Oversee design, production, and maintenance of the center’s strategic communications for patients, community members, and stakeholders. Recommend enhancements and contribute creatively.

    + Research and identify development opportunities, support engagement with potential funders, draft and submit leave-behinds, presentations, and grants, and assist the Director in strategizing and maintaining productive relationships with funding partners.

    + Craft position descriptions and scope of work plan for program and administrative staff, independent contractors, and vendors. Interview candidates; hire/evaluate project staff and vendors. Identify appropriate vendors as needed; negotiate contracts; supervise execution of contracts.

    + Supervise staff members. Evaluate and oversee consultants, contractors, and/or assigned partner staff. (Subordinate supervisors and direct, non-supervisory employees.)

    + Plan and execute communications initiatives to promote the center’s work and build new relationships to expand the reach and impact of services and educational campaigns.

    + Plan the center’s participation in special events critical to the mission, such as conferences, area commissions, and hospital workgroups.

    + Collaborate with JH legal to maintain current MOUs with community clinic partners; serve as point person for required collaboration and processes for new MOUs with new partners and expanding the network.

    + Manage grant and community engagement opportunities to complement established access to care programs. Recommend implementation strategies.

    + Develop effective project communications for funders, such as one-pagers, presentations, and other written materials.

    Minimum Qualifications

    + Master's Degree in a related field.

    + Six years of related program management experience in public health or medicine.

    + Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

    The listed salary range represents the minimum and maximum Johns Hopkins University offers for this position, based on a good faith estimate at the time of posting. Actual compensation will vary depending on factors such as location, skills, experience, market conditions, education, and internal equity. Not all candidates will qualify for the highest salary in the range.
