    Description

    The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is composed of four technical bureaus: Business Enablement/Application Services, Customer Success and Productivity, Technology Infrastructure and Security. Collectively, the 95 staff members work together to provide essential services and technical support to all City staff and business functions. The IT Planning team is responsible for overseeing the development, execution, and closure of IT related functions tied to citywide and departmental projects. The team also handles tasks such as disaster recovery planning, evaluating IT criteria, and managing internal discussions for new projects. Work is closely done with various city departments, other IT staff, and outside agencies contracted for services tied to managed projects.

     

    The Project Manager is responsible for leading standalone technical projects and IT-specific functions as part of interdepartmental initiatives. This role involves close collaboration with various departments to understand their specific needs and deliver tailored IT solutions. The Project Manager ensures that projects are meticulously planned to achieve organizational goals, provides oversight to ensure compliance with technical standards set by City IT, coordinates various stakeholders, and minimizes scheduling variances. Additionally, the Project Manager is accountable for monitoring budget expenditures, communicating project developments, acting as a Team Lead for the IT planners, and facilitating meetings with key stakeholders.

     

    Department Hiring Salary Range: $68,675 - $78,976

    Essential Functions

    Cores Responsibilities

    + Develops detailed project plans, including timelines, milestones, and resource allocation. This includes setting clear objectives, aligning with organizational objectives, and defining the scope of the project.

    + Ensures that the necessary resources, such as personnel, equipment, and materials, are available and allocated efficiently. In doing so, the project manager provides the necessary resources while keeping budgetary and schedule variances to a minimum.

    + Responsible for resolving any issues or conflicts that arise during a project, that requires strong problem-solving skills, conflict resolution experience, and the ability to make informed decisions quickly.

    + Acts as the primary point of contact for stakeholders, providing regular updates to key stakeholders on project progress, addressing and resolving project obstacles, and managing expectations of end users.

    + Acts as the departmental representative on assigned projects. Advises the department of best practices, estimates budget and best course of action on projects.

    + Communicates effectively with both technical and non-technical audiences, translating IT concepts into clear, actionable guidance for users and stakeholders without technical backgrounds.

     

    Administrative and Leadership Responsibilities

     

    + Provides leadership and management by providing direction, setting priorities, developing project plans and coordinating resources to accomplish organizational and departmental goals and initiatives.

    + Manages the administration of selected projects, including inspection of activities, review of project schedules, coordination of design changes, review of change order proposals, and processing of contract documents and invoices.

    + Writes, reviews, and evaluates Requests for Proposals (RFPs) and Requests for Information (RFIs) related to the three bureaus of the IT department, ensuring clarity, competitiveness, and alignment with City objectives

    + Manage scheduling, resource allocation, and workload balancing to maintain efficient operations and meet deadlines across multiple projects and service areas.

    + Prepares and monitors budgets, including forecasting expenditures on equipment, maintenance, and staff training. Reviews and approves purchase orders, manages vendor relationships, and ensures compliance with procurement policies.

    + Maintains compliance with safety and regulatory standards, ensuring that all system operations and field activities meet applicable codes and agency policies.

    + Develops and implements standard operating procedures (SOPs) to streamline workflows, improve operational consistency, and support cross-training and succession planning.

    + Coordinates and leads team meetings, promotes a culture of accountability and continuous improvement, and facilitates effective communication within the team and with partner departments.

    Education/Experience

    Work requires specialized knowledge in a professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

     

    Five years' experience in a related field; or an equivalent combination of education and experience.

    In addition to the above requirements, the successful candidate must:

    + Successfully pass a drug screening test and extensive criminal background check.

    + Possess a driver’s license valid in Norfolk, Virginia.

    + Report to work at Norfolk city offices on a regular basis, and within one hour of being notified of an event or emergency.

    + Report to work as directed in the event of an emergency or natural disaster and be expected to work unusual shifts and hours.

    Preferred License(s) and/or Certification(s):

    + Certified Associate in Project Management (CAPM)

    + Project Management Professional (PMP)

    + PMI-ACP (Agile Certified practitioner)

    + ICP (ICAgile Certified Professional)

    + AgilePM (Agile Project Management)

     

    Additional Information & Requirements

     

    Work Location: 800 East City Hall Ave, Norfolk, VA 23510

     

    Work Hours: Monday-Friday 8:00AM-5:00PM (40 hours week), eligible for hybrid work schedule after probationary period

     

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
