             ### Job Duties Organization: The OSLUV Project , Saint Paul, Minnesota. Status: Immediate Opening Duration: Summer 2025 - Fall 2027. This is a grant-funded position; extension contingent on follow-on projects. Schedule: 32 hours/week Compensation: $45.00 - $56.00 per hour (Approx. $75,000 - $93,600 annually) Benefits: Includes Paid Time Off (PTO) and health insurance. Reports To: Executive Director, The OSLUV Project About The OSLUV Project and the Neighbors for Clean Air Initiative The OSLUV Project is an organization dedicated to clean air, environmental health, and justice. We are launching Neighbors for Clean Air, an initiative funded by the Minnesota Pollution Control Agency (MPCA) to address air quality concerns in the Frogtown and Hamline Midway neighborhoods of St. Paul. These communities face a disproportionate burden of air pollution due to their proximity to the I-94 corridor and local industrial sites. Studies link air pollution from high-traffic corridors to increased rates of asthma hospitalizations and other negative health outcomes. Neighbors for Clean Air will empower residents by building a community-led air monitoring network to collect local data. In partnership with the local district councils, academic partners, and industry partners this project will make complex data accessible and actionable. Our goal is to equip residents with the tools to advocate for their health and drive policy change for a cleaner environment. Position Overview The Project Manager will lead the Neighbors for Clean Air initiative. This role requires leadership, coordination, and accountability to ensure the project achieves its goals on time and within budget. The Project Manager will foster collaboration, ensure grant compliance, and deliver measurable results for Frogtown and Hamline Midway residents. Core Responsibilities 1. Project Management & Coordination (35%) Develop and manage project work plans, timelines, and workflows with OSLUV leadership and partners. Monitor project activities against the MPCA-approved work plan, ensuring timely completion of deliverables. Identify and mitigate project risks to maintain momentum. Organize and facilitate meetings with the team and external partners. Maintain record-keeping practices for all project components. 2. Stakeholder Engagement & Community Partnership (30%) Serve as the primary liaison between The OSLUV Project and community partners (Frogtown Neighborhood Association, Hamline Midway Coalition), academic partners (MSU Mankato), technology providers (JustAir), and the MPCA project manager. Cultivate trust-based relationships with all stakeholders. Collaborate on the design and execution of community meetings, workshops, and educational events. Represent The OSLUV Project professionally at public forums and community events. Integrate community feedback into project strategy and decision-making. 3. Grant Administration & Compliance (15%) Ensure compliance with all terms of the MPCA grant agreement. Manage the submission of reports to the MPCA. Maintain audit-ready documentation for all grant-related activities. Process grant amendments or budget modifications per MPCA procedures. 4. Financial Oversight (15%) Monitor project expenditures against the $1.5M, approved budget. Oversee the submission of invoices for reimbursement from the MPCA. Ensure procurement complies with state bidding and contracting requirements. 5. Strategic Communication (5%) Implement a project communication plan. Prepare clear communication materials for diverse audiences. Review and interact with partners communications plans for compliance with communication requirements Qualifications and Profile We seek an organized, passionate, and community-oriented project leader. Required Qualifications: Bachelor’s degree in a relevant field or equivalent experience. 3-5 years of project or program management experience, preferably in a non-profit or community-based setting. Experience managing government or foundation grants, including budget oversight, compliance, and reporting. Ability to manage multi-stakeholder projects and build consensus. Excellent interpersonal and communication skills. Strong organizational and administrative skills. Proficiency with project management tools and office software. Desirable Attributes: Commitment to environmental justice. Experience working with communities facing environmental justice issues. Familiarity with the community and neighborhood groups. Knowledge of air quality science, environmental health, or community-based participatory research (CBPR). Cultural humility and experience working across diverse backgrounds. Proactive, solutions-oriented mindset. An ability to thrive in dynamic, fast-paced settings and gracefully manage the emergent challenges of collaborative, community-driven work. You approach problem-solving with a human-centered perspective, guided by integrity and empathy Work Environment This is a hybrid position. The Project Manager will work from The OSLUV Project office in St. Paul 1-2 days per week. Local travel within the Frogtown and Hamline Midway neighborhoods will be required.
