    Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Construction Control Representative for the New York Construction Division, Northern New York Area Office, Watervliet Residence Office. Responsibilities Reviews contractor proposals to insure completeness and appropriateness. Prepares technical analysis or Pre-negotiation Objectives as required based on cost analysis of contractor's proposal and Government estimate. Develops construction methods and quality control techniques for projects that involve specialized facilities with special purpose technical equipment installation and structural features. Monitors progress on contract as represented by contractor prepared progress charts and network analysis systems. Conducts negotiations with contractor personnel on modifications and negotiated contracts. Reviews plans and specifications prior to contract advertisement to determine such things as practicability from a construction standpoint. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience GS-12: One year of specialized experience which includes: 1) Reviewing contractor submittals, such as shop drawings, samples and data for compliance with contract documents and monitoring and contractor's work performance to ensure compliance with contract documents; AND 2) Assisting in the evaluations of claims and making recommendations to Management; AND 3) Conducting and/or participating in project meetings and coordination meeting; AND 4) Scheduling and supervising required testing and commissioning and monitoring results. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience GS-13: One year of specialized experience which includes: 1) Perform senior-level quality assurance and technical oversight on large, complex construction projects to ensure contractor performance meets design intent, contract requirements, safety regulations, and quality standards; AND 2) Conduct detailed inspections, monitor contractor operations, and verify that construction methods, materials, and workmanship meet contractual and regulatory requirements; AND 3) Identify and resolve complex construction issues, evaluate contractor performance, and recommend modifications or corrective actions to maintain project objectives; AND 4) Coordinate with engineers, contractors, and project stakeholders to address technical concerns, clarify requirements, and ensure successful project completion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
