Summary The Director for Financial Management Policy & Reporting interprets generally accepted accounting standards, new legislation, and emerging contingencies to ensure Department of War (DoW)-wide accounting and financial policies are prepared in compliance with laws, regulations and standards; prepares and analyzes consolidated DoW financial reports; and issues and promulgates DoW-wide policies, implementation guides, and responsive corrective action plans to address audit findings. Responsibilities The incumbent serves as the principal advisor to the Deputy Chief Financial Officer (DCFO) on accounting and financial policy matters and financial reporting involving federal accounting concepts, standards, and interpretations, general accounting policies and other policy issues. The incumbent assists in directing, coordinating and providing policy guidance and technical expertise for programs and systems designed to promote and enhance financial management within the Department. These programs and systems encompass: departmental requirements stipulated in the Accounting Standards prescribed by the Government Accountability Office (GAO), the Office of Management and Budget (OMB), the Department of Treasury and Congressional legislation; the Chief Financial Officer Act, the Federal Financial Management Improvement Act; relationships with various intergovernmental and private sector institutions, and Defense-Wide evaluations of the efficiency, effectiveness, and reliability of financial data. Additionally, the incumbent: Works with 60 Department of War (DoW) financial reporting entities to provide oversight of the consolidation and analysis of DoW-wide financial data for insights to Departmental deficiencies and weaknesses and evaluates and prioritizes opportunities for management improvement. Proposes policy solutions that address a wide variety of subjects derived from federal requirements imposed on the Department of War and also arising from internal business process and systems challenges. Proposes and assists all Military Department, Defense Agencies, and Defense Field Activities in developing management improvement action plans; reviews such plans to ensure they contain effective implementation steps; monitors the post-implementation effectiveness of action, plans, and prepares analyses, statements and reports. Directs, supervises, and provides advice and guidance to a professional staff consisting of senior financial management analysts and accountants who are experts in extremely complex and variable accounting and financial programs in the DoW and develops recommendations for policies and procedures pertaining to financial management programs and systems. Maintains contact with senior officials of the OMB, the GAO, the Department of the Treasury, the Department of State, DoW Components, and other organizations to influence financial policies and programs. Through building extensive collaborative networks, assists the Assistant Deputy Chief Financial Officer (ADCFO), the DCFO and the DCFO Organization in the identification, development, and negotiation of necessary changes to DoW and external policies and regulations impacting DoW financial management. Requirements Conditions of Employment You must be a U.S. citizen to qualify for this position. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: Proven ability to formulate financial policy for large, complex enterprise-wide initiatives, directing and coordinating on difficult and complex issues. Must demonstrate comprehensive knowledge of financial management standards, generally accepted accounting principles, and federal compliance and regulatory requirements, and have the ability to collaborate with multiple stakeholders, including senior representatives from various government and private sector entities, to resolve divergent viewpoints in the development and modification of Federal management policies. TQ 2: Demonstrated experience in leading financial statement reporting efforts, drawing from a broad knowledge of Federal financial management, business administration, and system integration principles. Must have the ability to identify deficiencies within financial processes and systems, and to formulate and oversee remediation plans to resolve deficiencies in the most efficient and effective manner. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Accounting Series 0510 Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
