This position exists to supervise statewide licensing of county delegated licensing activities and statewide regulation of all Department of Children, Youth and Families (DCYF) licensed child foster care providers and for the direct licensing and oversight of private child placing agencies statewide. This includes supervising staff who conduct inspections and investigations related to licensing, evaluating and approving licensing actions, developing policies, processes, and tools to most efficiently complete the work, and interacting with multiple stakeholders to promote understanding of the licensing processes and compliance with the regulations.
Responsibilities include:
+ Interpret state laws and rules that apply to licensed programs to assure that: (A) inspections and investigations of programs are conducted as required and that licensing actions are completed in accordance with regulations; (B) licensing sanctions are issued as required; and, (C) variances issued to programs are granted based on identified standards.
+ Manage the workflow and output of the unit. This includes: (A) overseeing the operations of the unit; and (B) conducting and participating in internal and external meetings, task force groups and workgroups.
+ Manage staff, including hiring, supervising, evaluating, and, if needed, taking disciplinary action.
Minimum Qualifications
Four (4) years of experience in managing the workflow and output of licensing, child protection, or similar work unit functions.
Experience must demonstrate the following:
+ Knowledge of Minnesota’s child foster care licensing and/or child welfare systems
+ Collecting and analyzing information or data
+ Management of projects and workflows
+ Identify and resolve problems, complex cases, or licensing issues
AND
Demonstrated leadership experience.
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
Preferred Qualifications
+ Contemporary methods used in providing services to children and adults in licensed programs
+ Experience with methods to investigate issues and monitor compliance with regulatory requirements
+ Knowledge of administrative, civil and criminal law affecting the licensing function and actions
+ Variety of experiences working effectively with others from different backgrounds and cultures
