    As the Minnesota Department of Education's (MDE) Human Resources Director, you will provide strategic leadership and consultation to management to ensure that sound, progressive, and innovative human resources management programs and practices are in place.

    Minimum Qualifications

    Four (4) years of managerial, supervisory, lead work, or leadership experience in human resources management that includes leading HR staff, and demonstrating all the knowledge, skills and abilities sufficient to perform the job duties as described.

    A bachelor's degree or higher and three (3) years of managerial, supervisory, lead work, or leadership experience in human resources management that includes leading HR staff, and demonstrating all the knowledge, skills and abilities sufficient to perform the job duties as described:

    Applicants must have:

    + Experience in employment and labor laws (ADA, EEO/AA, FLSA, FMLA) as applied to human resources operations and the ability to apply legal knowledge to day-to-day employer operations.

    + Experience in employee and labor relations, including negotiating and managing collective bargaining agreements and maintaining positive business relationships with union representatives

    + Ability to implement human resources programs, such as compliance, culture, employee development, training, and recognition.

    + Experience with principles of continuous improvement, change management, and strategic planning, as well as maintaining confidentiality and applying data practices principles to HR work and services.

    + Communication skills sufficient to prepare effective documents; develop and conduct presentations and training; draft reports, policies, letters, and memoranda for a variety of audiences; and facilitate and lead meetings or other similar forums.

    + Critical thinking and problem-solving skills to analyze and evaluate a wide range of complex, controversial, sensitive, and confidential issues; and identify, research and evaluate alternative solutions to make sound decisions.

    + Must be able to obtain and maintain full delegation of authority for the agency

    Preferred Qualifications

    + Bachelor’s degree or higher in Human Resources Management, Business Administration, or related field as determined by the agency

    + Professional HR certification (SPHR/SHRM-SCP)

    + Experience in public sector human resource management

    + Applied knowledge of Minnesota laws, rules, administrative procedures and polices (e.g. M.S. 43A; MMB Administrative Procedures)

    + Knowledge of Minnesota labor contracts, agreements, and plans that cover State of Minnesota Employees (e.g. MAPE, MMA, AFSCME, Manager's and Nonrepresented employees compensation plan).
