    As the Minnesota Department of Education’s Financial Operations Manager, you will lead and manage the financial operations units of the Agency Finance and Operations Division. You will provide direction and strategic guidance for the 1) accounts payable/payroll team, 2) contract and purchasing team, and 3) outgoing grants team.

     

    You will ensure the agency’s contracting, procurement, grants management, payroll, and payables practices are ethical, legal, efficient, and consistent with state policy. You will partner closely with staff throughout the agency to provide its education programs with timely and responsive financial and operational support.

     

    Other responsibilities include oversight of agency procurement, contracting, and the issuance of competitive grants. processes. You will review and approve certain agency contracts, payments, and employee expenses. You will implement process improvement strategies related to grants, contracting, procurement, legal compliance, and general accounting functions.

     

    Additionally, this position will coordinate the department’s Administrative Policy Workgroup to ensure relevant, current, and complete policies are shared with agency staff.

     

    This position will serve as back-up for the Agency Finance division director, as needed, to further the agency and department’s financial and operational goals.

     

    This position is eligible for telework to applicants who reside in Minnesota or a bordering state. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.

    Minimum Qualifications

    + Three (3) years of lead work or supervisory experience, including directing and assigning work and coaching or training staff.

    + Experience with administering or overseeing procurement, contracting, or outgoing grants with a governmental organization.

    + Demonstrated understanding of government accounting systems and principles.

    + Competency in communicating complex financial information to high-level decisionmakers.

    + Experience serving and collaborating closely with colleagues with diverse roles, skills, and backgrounds.

    + Demonstrated project development and management skills. Proven leadership ability to plan, organize, supervise, and coordinate programs and personnel, measure progress, evaluate results, and initiate improvements.

    Preferred Qualifications

    + A strong understanding of state and federal laws, rules, and regulations as they apply to financial services.

    + Knowledge of Statewide Integrated Financial Tools (SWIFT), state procurement and contracts regulations and processes, and accounting principles sufficient to perform the job duties effectively.

    + Senior leadership experience.
