    As a Health Care Accountant, you will assure that Medicaid Management Information System (MMIS) health care programs’ fiscal data is accounted for in State Wide Integrated Financial Tools (SWIFT), that MMIS fiscal summary data reconciles in total and by health care program with SWIFT, that federal and state health care program and fiscal reporting needs are met and that MMIS health care programs’ fiscal data is available and retrievable efficiently, accurately, and effectively for budgetary, accounting, reporting, and auditing purposes.

    Responsibilities include but may not be limited to:

    + **Provide fiscal policy expertise to the department in Basic Health Program (BHP) concerning claiming and reimbursement policies.**

    + **Conduct and execute analysis of new/proposed legislation and other complex issues regarding the operational and fiscal components of current and new claiming opportunities.**

    + **Complete reports that contribute to CMS 64 Federal quarterly reports to claim Medicaid Expenditures quarterly.**

    + **Manage disbursements related to county medical support payments and work with providers for reissue of Unclaimed Property.**

    + **Assist supervisor with data mining out of the MMIS and SWIFT data warehouses employing SQL, Access databases, and BI query running ad-hoc reports to analyze discrepancies identified by internal and external auditing.**

    + **Serve as the county contact for the county confirmation report by providing communication and support when there are changes to the report, any balancing issues for the report, and general questions regarding the reports.**

    + **Assist with special projects as assigned by supervisor and /or FOD manager involving reconciling accounts, detecting system errors, testing changes or review of other health care related data** **.**

    Minimum Qualifications

    _**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_

    Must meet one (1) of the following qualifications listed below:

    + One (1) year professional experience in Accounting OR three (3) years advanced technical or paraprofessional experience in Accounting.

    + Bachelor’s degree in Accounting, Business Administration, Finance, Economics, Statistics, Data Analytics or related field AND two (2) years of advanced technical or paraprofessional experience in Accounting.

    + Master’s degree in Accounting, Business Administration, Finance, Economics, Statistics, Data Analytics or related field.

    AND experience must demonstrate:

    + Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to manage the accounting functions.

    + Knowledge of financial systems, databases, and office applications.

    + Interpreting and analyzing fiscal data, reports, and records.

    + Resolving fiscal discrepancies and developing and implementing fiscal procedures.

    Preferred Qualifications

    + Experience applying accounting principles (GAAP) and practices sufficient in creation of various financial statements and reports.

    + Knowledge and experience with the various health care programs administered by Department of Human Services.

    + Ability to analyze and interpret complex fiscal reports and records for adherence and conformance to federal laws, state statutes, and department policies.

    + Statewide Integrated Financial Tools (SWIFT) experience or similar Oracle-based Peoplesoft experience.

    + SQL, Power Bi, or other data mining experience.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
