    The Minnesota Department of Natural Resources is seeking a Pass-Through Grants Supervisor in St. Paul, Minnesota. This position provides leadership and oversight for the Pass-Through Grants Unit, which administers legislatively named grants funded through the Environment and Natural Resources Trust Fund and the Outdoor Heritage Fund. These funds focus on protecting, restoring, and enhancing Minnesota’s natural resources.

     

    The Pass-Through Grants Unit is a collaborative team of four professional-level staff committed to helping grantees succeed while ensuring compliance with state laws, fiscal requirements, and agency policies. Reporting to the Grants Manager in the Office of Management and Budget Services, this position is responsible for daily program administration, oversight, compliance, and continuous improvement of the pass-through grants program.

     

    This high-profile role oversees more than $300 million in annual grants, requiring strong analytical and organizational skills, sound judgment, and effective coordination with agency leadership, legislative partners, and grantees. The supervisor plays a vital role in ensuring program integrity, fiscal accountability, and transparency in the management of these public funds.

    Responsibilities include:

    + Supervise and lead the Pass-Through Grants staff, fostering collaboration, professionalism, and accountability in grant administration, compliance, and stakeholder engagement.

    + Oversee daily operations to ensure grants are managed in compliance with state laws and policies, maintaining strong relationships with grantees and ensuring program transparency.

    + Collaborate with other supervisors to resolve challenges and improve efficiency.

    + Lead the administration, compliance, and oversight of a large-scale grant program managing more than 400 grants totaling over $300 million annually. Implement policies and oversight measures to ensure that grant funds are allocated, monitored, and utilized efficiently, in accordance with state and federal regulations.

    + Ensure program integrity, fiscal accountability, and transparency through strong internal controls, compliance mechanisms, and risk management strategies.

    + Act as the program’s primary representative to the Legislative-Citizen Commission on Minnesota Resources (LCCMR) and the Lessard-Sams Outdoor Heritage Council (LSOHC), ensuring that grants are administered in alignment with state laws, agency policies, and funding expectations. Maintain strong relationships with these external governing bodies, advocating for program integrity, transparency, and effective grant administration.

    + Represent the program and agency in a high-profile environment subject to legislative and public scrutiny, upholding the highest standards of compliance and stewardship of public funds.

     

    This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.¿

    Minimum Qualifications

    + Four (4) years of professional experience in grant administration or compliance, including two (2) years supervisory or lead work experience to professional staff. Experience must demonstrate responsibility for ensuring adherence to federal or state laws, regulations, and organizational policies.

    + Knowledge of relevant federal and state laws, rules, policies and concepts governing grant programs sufficient to administer statewide grant programs.

    + Strong analytical and critical thinking skills to review complex financial and program data, interpret regulations, identify issues, and develop practical solutions to complex policy and program administration issues.

    + Demonstrated organizational and problem-solving skills sufficient to balance competing priorities and deliver results across a wide variety of high-profile projects and issues with a variety of internal and external clients.

    + Proficiency with Microsoft Office or equivalent software sufficient to create and interpret work products of professional staff, track and analyze reports, create and interpret spreadsheets and financial analyses, and use databases.

    + Demonstrated leadership, organizational, and interpersonal skills sufficient to supervise, train, and motivate staff, resolve conflicts and manage change while maintaining a positive and accountable work environment.

    + Effective communication skills sufficient to convey complex information clearly, ensure program compliance, resolve disputes, recommend solutions, and build strong working relationships with Agency leadership and external stakeholders as well as Agency staff, other state agencies, grantees and the public.

    Preferred Qualifications

    + Master’s degree in accounting, public policy, public administration, or a related field.

    + Experience in a natural resources agency or organization.

    + Experience leading or facilitating process improvement initiatives with internal and external stakeholders.

    + Experience with state budgeting, legislative, or public policy-making processes at the federal, state, or local level.

    + Experience applying generally accepted accounting principles (GAAP) and internal control principles such as monitoring, training, and separation of duties.

    + Experience with the state’s financial and related systems and fiscal data.
