    Summary DCSA's Center for Development of Security Excellence (CDSE) is seeking a Institutional Effectiveness Analyst to support the continuous improvement of the training and education curriculum. This is an excellent opportunity for those with expert knowledge & application of a wide range of operational efficiency strategies on planning, assessment, and evaluation. Responsibilities As a TRAINING SPECIALIST (Curriculum Manager) you will be responsible for the following duties: - Responsible for developing, implementing, and evaluating Industrial Security related training and education programs, as well as managing enterprise-wide training and education curriculum for Department of Defense (DOD), including military, contractors, other federal agencies, and selected foreign governments. - Utilize subject matter knowledge, to review and interpret new and existing Industrial Security related policy, procedures and regulations, and analyzes their impact on developing, implementing, and maintaining CDSE curricula tailored for DOD security professionals, including its military personnel and industrial contractors, the DCSA, other federal agencies, and sponsored foreign governments. - Based on security knowledge, provide recommendations for new development, and/or maintenance of existing Industrial Security training programs, products, and services and which includes creating content for synchronous and asynchronous learning, and other technology-based training. - Serve as curriculum and principle subject matter expert performing and directing special projects in the Industrial Security discipline and inspections/security countermeasures in the following areas: management, administration, policy and procedures, and reciprocity between national level agencies. - Responsible for evaluating the CDSE training and education curriculum against defined security skill standards and current as well as evolving security requirements. Specifically, facilitate and respond to job task and training and education needs analyses and work as an authoritative consultant to identify, develop, deliver, and evaluate new and innovative security training and education programs, products, and services and improvements upon existing training resources. Requirements Conditions of Employment Qualifications This position has a Basic Requirement for the 1712: Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: - Administrative activities required to conduct instructional programs. Manage the organization, operation, and resources to facilitate instruction and future planning (e.g., personnel, technology, equipment, facilities, budget, contracting, and other resource requirements). - Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity. - Assess the learning outcomes, design, and effectiveness of curricula and training programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation, and to inform instructional decisions. - Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets. - Analyze processes/programs and interpret results in assessing training and education requirements. Identify individual and collective training and education capabilities and resourcing gaps, and develop gap mitigation strategies. Specifically you will be evaluated on the following competencies: 1) Instructional Program Administration - Administrative activities required to conduct instructional programs. Manage the organization, operation, and resources to facilitate instruction and future planning (e.g., personnel, technology, equipment, facilities, budget, contracting, and other resource requirements). 2) Information Assurance- Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity. 3) Learning Program and Evaluation -Assess the learning outcomes, design, and effectiveness of curricula and training programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation, and to inform instructional decisions. 4) Qualitative/Quantitative Analysis- Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets. 5)Training and Education Analysis-Analyze processes/programs and interpret results in assessing training and education requirements. Identify individual and collective training and education capabilities and resourcing gaps, and develop gap mitigation strategies. - Incumbent must successfully attain and maintain the Basic Level Certification for the CDSE's Instructor Certification Program within 24 months of hire date.
