The Opportunity:
CACI is seeking an experienced **System Engineer** to assist in applying interdisciplinary engineering skills in the technical planning, systems integration, verification and validation, cost and risk of NAVSEA Ship Maintenance Performance Group, which focuses on Naval Shipyard Metrics and Data Analytics. In this role, you will be working across multiple functional teams where complex problem-solving and communication skills are critical to success.
This position is onsite in Portsmouth, VA at the Norfolk Naval Shipyard.
**_NOTE:_** _U.S. citizenship is required for this position due to the Department of Defense (DoD) security clearance requirements and the nature of the classified work involved. This requirement is in accordance with U.S. government regulations concerning access to classified information and is a mandatory condition of employment. Minimum Secret Security Clearance required._
Responsibilities:
I. Cloud Data Infrastructure & Engineering
+ **Design and Architect Data Solutions:** Lead the technical planning and engineering of cloud-based data infrastructure using AWS services (e.g., S3, RDS, SageMaker) to support Naval Shipyard metrics and data analytics.
+ **Database Management:** Apply strong relational database design principles to create and optimize database schemas in PostgreSQL and Oracle RDS environments.
+ **Data Synchronization:** Implement and manage automated solutions for cross-account S3 bucket syncs to ensure secure, reliable, and efficient transfer of data between various AWS environments.
+ **Data Lifecycle and Storage:** Develop and implement S3 lifecycle policies (e.g., intelligent tiering) and cost-efficient archival processes, managing historical data in formats like parquet or gzip.
II. Data Pipeline & Workflow Automation
+ **Automated Workflow Development:** Design and build automated workflows for daily data processing, synchronization, and archival, utilizing tools such as AWS Lambda or other task scheduling platforms.
+ **Monitoring and Troubleshooting:** Continuously monitor and troubleshoot data pipelines to ensure data quality, integrity, and performance for all analytics and reporting workflows.
+ **Materialized View Management:** Oversee the creation and maintenance of Materialized Views to optimize query performance and support advanced analytics enablement.
III. System Integration & Modernization
+ **Legacy System Migration:** Assist in the technical planning and execution of projects aimed at modernizing legacy on-premise infrastructures (e.g., Oracle/.NET) to robust, cloud-native environments.
+ **Systems Integration:** Apply interdisciplinary engineering skills in the systems integration, verification, and validation of data sources supporting the NAVSEA Ship Maintenance Performance Group.
+ **AI/ML Operationalization:** Assist in the deployment of AWS-hosted machine learning APIs or endpoints (e.g., via SageMaker) to operationalize AI/ML workflows for consumption by applications or analysts.
IV. Data Governance & Team Collaboration
+ **Data Governance and Quality:** Ensure data quality and implement data governance principles, managing historical datasets and maintaining a robust Data Dictionary and Metadata Management system.
+ **Risk and Cost Analysis:** Participate in the analysis of system cost and risk factors related to data infrastructure and maintenance activities.
+ **Documentation and Communication:** Practice strong documentation practices and provide technical planning documentation. Communicate complex technical challenges and solutions effectively across multiple functional teams.
+ **Agile Collaboration:** Actively participate and collaborate within Agile team environments.
Qualifications:
_Required:_
+ Bachelor's degree in Business, Engineering, Mathematics/Statistics, Data Science or related degree.
+ 5 years in Naval Maintenance operations or similar depot level maintenance activities.
Proficiency In:
+ **Cloud-Based Data Infrastructure Expertise:** Proficiency in designing, building, and maintaining scalable data infrastructure in a cloud environment, particularly with AWS services like S3, RDS (PostgreSQL, Oracle), and SageMaker.
+ **Data Pipeline Development:** Expertise in creating, managing, and optimizing data ingestion and transformation pipelines using tools like Qlik Replicate, ensuring timely and accurate data availability for analytics.
+ **Database Design and Engineering:** Strong knowledge of relational database design principles, schema creation, and performance optimization in PostgreSQL and Oracle RDS environments.
+ **Data Governance and Security:** Familiar with implementing and enforcing data governance policies, role-based IAM access, and handling sensitivity classifications like PHI, PII, and UNNPI in compliance with DoD standards.
+ **Data Synchronization and Movement:** Experienced in cross-account S3 bucket syncs to transfer data between AWS environments, ensuring efficient, secure, and reliable data delivery for analytics and reporting workflows.
+ **Advanced Analytics Enablement:** Support advanced analytics and machine learning development by preparing and managing relational data stores for teams working on predictive models and ML pipelines in SageMaker.
+ **Familiarity with Dashboard Development Concepts:** Understands dashboarding requirements and workflows, allowing collaboration with Qlik developers for efficient integration of data into BI dashboards and metadata incorporation.
+ **Concepts of Legacy System Migration:** Familiar with challenges and best practices for modernizing legacy on-premise infrastructures (e.g., Oracle/.NET) to cloud-native environments in large-scale government applications.
+ **Materialized View Management:** Skilled at working with materialized views to improve performance for large datasets in data warehouses, enabling efficient downstream analysis and reporting.
+ **Data Storage and Lifecycle Management:** Expertise in implementing lifecycle policies for S3 storage (e.g., intelligent tiering) while enabling cost-efficient archival processes with historical snapshots in parquet or gzip formats.
+ **Automated Workflows and Scheduling:** Proficient in creating automated workflows for daily data processing, synchronization, and archival using tools like AWS Lambda or task scheduling platforms.
+ **Collaboration with Analytics Teams:** Capable of enabling analytics teams by building relational data stores, designing schemas, and creating robust, accessible infrastructure for their advanced experimentation and development needs.
+ **AI/ML Endpoint Enablement:** Experience assisting in the deployment of AWS-hosted machine learning APIs or endpoints to operationalize AI/ML workflows for consumption by applications or analysts.
+ **Monitor and Troubleshoot Data Pipelines:** Strong troubleshooting skills for handling data integration errors, pipeline performance issues, and ensuring end-to-end reliability of data flows.
+ **Data Dictionary and Metadata Management:** Able to contribute toward building metadata libraries (e.g., Qlik Data Dictionary) by integrating measurable data elements, field mappings, and business-focused metadata for better dashboard usability.
+ **Historical and Quality Data Management:** Proficiency in managing historical datasets and implementing quality checks for compressed JSON, decompressed files, or snapshot data stored in relational databases and object storage.
+ **Strong Documentation Practices:** Skilled in documenting data design processes, architectural diagrams, pipeline workflows, and operational guidelines for effective handoffs and knowledge transfer.
+ **Collaboration in Agile Team Environments:** Proven ability to work closely with multi-disciplinary teams, including database admins, BI developers, data scientists, and DevSecOps engineers, in an Agile or Scrum-based environment.

The proposed salary range for this position is:
$75,200-$158,100
