The HIV/AIDS Services Administration (HASA) is the most comprehensive program of its kind in the country, helping New Yorkers living with HIV or AIDS live healthier and more independent lives. We assist with an individualized service plan that targets the support and necessary benefits that are specific to a client’s medical situation that will enhance his or her well-being. HASA provides intensive case management, rental assistance, emergency and non-emergency housing, and assistance with applying for public benefits and services including Medicaid, food stamps and cash assistance. HASA also provides vocational services that prepare clients for work. With counselors to help identify barriers to employment, clients can select vocational goals and receive support. Other HASA’s services includes home care and homemaking services, mental health and substance abuse screening and treatment referrals, transportation assistance, referrals to community-based organizations, and SSI or SSD application and appeal.
The HIV/AIDS Services Administration (HASA) is recruiting one (1) Administrative Staff Analyst NM II to function as the Director of Administration who will:
Under direction, with latitude for independent decision making, is responsible for the management and effective functioning of administrative operations of HASA, including but not limited to: Facilities Management, Compilation and Analysis of Personnel Data, Management of all equipment related to communications and Information Technology, and External Affairs. The incumbent will develop procedures and implement policies regarding the operations of these areas, monitor their performance, and oversee the coordination of activities among these units. The Director of Administration serves as a chief consultant to HASA Deputy Commissioner and Assistant Deputy Commissioners on all matters related to HASA administrative matters, as outlined above, and will represent HASA at meetings with internal and external stakeholders.
Manage the planning, coordination and direction of activities related to facilities at all HASA centers, which includes serving as a HASA liaison with the DSS Division of General Services & Support (GSS). The incumbent travels to field offices as needed.
Track and troubleshoots equipment issues throughout all HASA centers and collaborate with DSS Division of Information Technology Services (ITS) for timely resolutions. The incumbent travels to field offices as needed.
Manage all data collection and reporting related to personnel matters. Ensures the timely processing of personnel actions and timely implementation of Department of Citywide Administrative Services (DCAS) and DSS Division of Human Capital Management (HCM) regulations, directives and procedures.
Plan, coordinate and direct activities related to external affairs, with an emphasis on inquiries from the community related to the HASA program.
Review data and reports generated by HASA program areas with the goal of verifying the accuracy of data reported, consolidation of information, and formulation of recommendations for senior management.
Represent HASA at meetings with internal and external stakeholders.
Serve as the principal advisor to the Deputy Commissioner and Assistant Deputy Commissioners on administrative areas outlined above.
Salary Range: $110,067 - $135,000

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
