City Relations Associate (Univ Government Relations Manager)
POSITION DETAILS
The Office of Government Affairs at The City University of New York (CUNY) ensures that the University’s partnerships with the city, state and federal governments are strategically aligned. The Office is comprised of the Office of City Relations that works in collaboration with New York City’s executive and legislative branches to advocate funding for programs and legislative action, and the Office of State Relations, located in Albany, New York that is responsible for advocacy related to the New York State budget.
Reporting to the Deputy Director of City Relations, the City Relations Associate is responsible for developing and maintaining relationships with government officials, agencies, and other stakeholders to ensure CUNY’s interests are represented. The position will play a critical role in monitoring legislative and regulatory developments, analyzing their potential impact on university operations, and advocating for policies that align with CUNY’s goals.
Other duties include, but are not limited to the following:
+ Develops and implements strategies with the City Relations Office, the Vice Chancellor of Government Affairs, and the Senior Vice Chancellor of Strategic Initiatives, to influence policy and legislation.
+ Identifies and researches legislative and policy issues concerning CUNY.
+ Builds and maintains relationships with lawmakers, government officials, and other decision makers.
+ Monitors legislative and regulatory developments; attends hearings and conducts preparation meetings prior to Higher Education Committee hearings.
+ Analyzes CUNY policy and provides guidance on policy decisions; partners with campus government representatives on university priorities.
+ Acts as a liaison to CUNY’s Council Finance and the Office of Management and Budget (OMB) on legislative budget requests.
+ Communicates and prepares descriptive reporting on City Hall activities that may affect CUNY’s legislative efforts.
+ Provides City Officials with reporting and analysis materials on proposals, interests, or concerns.
+ Streamlines City Relations Office operations by developing and implementing a systematic approach to meeting deadlines to obtain the required information and approvals from CUNY partners.
+ Additional duties and responsibilities as assigned.
NOTE:
Until further notice, this position is eligible for a hybrid work schedule.
QUALIFICATIONS
Minimum:
Bachelor's Degree and six years' related experience required.
Preferred:
+ Two (2) years of legislative experience supporting senior level executives in a complex public, private or government organization preferred.
+ Detail oriented with strong analytical, evaluative, and research skills.
+ Strong verbal, written, andcommunication skills.
+ Energetic, flexible, and customer focused with strong interpersonal skills to effectively communicate with a wide range of individuals and constituencies in a diverse community.
+ Strong organizational and follow-through skills to coordinate work plans, prioritize work, manage multiple assignments and conflicting priorities, and meet deadlines.
+ Strong work ethic and character with a high degree of personal integrity to work with discretion and maintain confidentiality.
+ Computer Proficiency including using Teams, Zoom, and Microsoft Office Suite programs.
CUNY TITLE OVERVIEW
Manages University-wide government relations activities and initiatives.
- Serves as the Office liaison to members of city government, including agency heads and commissioners, council members, mayor's office staff, and to outside agencies associated with city government
- Collaborates with local community-based organizations and faith-based groups on external initiatives
- Manages and coordinates university-wide hearings associated with various initiatives and budgets
- Leads and coordinates community outreach and recruitment efforts
- Partners with internal university-wide departments and colleges to determine priorities, initiatives, and capital and expense related items to be included in budget negotiations
- Negotiates and facilitates the use of University space by foreign dignitaries and external organizations and agencies
- Collaborates with members of the Board of Trustees to plan and coordinate special projects, events and conferences
- Performs related duties as assigned.

COMPENSATION AND BENEFITS
The salary range is **$102,408 - $109,898,** commensurate with education, qualifications and experience.
CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
