    Duties Description The New York State Education Department's Office of Education Policy is seeking candidates for an Associate in Instructional Services (Visual Arts) position in the Office of Standards and Instruction. This Office coordinates programs and initiatives that promote high-quality, culturally responsive, standards-based instruction in P12 schools and districts. Duties of this position include, but are not limited to, the following:• Build capacity of education stakeholders including administrators, educators, staff development specialists and parents in understanding and implementing the NYS Learning Standards for the Arts and other NYSED priorities;• Provide technical assistance to school personnel, BOCES, districts and other stakeholders on the NYS Learning Standards for the Arts, P12 instructional programs and requirements, and other NYSED priorities;• Prepare all requested or assigned written materials, including field memoranda, reports, research, grant documents, contracts, proposed regulatory changes and policy statements, and informational materials;• Administer a variety of programs to support P12 teaching and learning, including but not limited to competitive federal and State grant programs, contracts, and award programs, to ensure deliverables are on time and of high quality;• Serve as liaison to a variety of State and other organizations on educational policy initiatives and practices;• Communicate and collaborate with other NYSED offices, state professional organizations, and other stakeholder groups to provide information, guidance, support and resources related to the arts and other NYSED priorities; and• Perform additional duties as assigned by supervisor.

     

    Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• Master’s degree AND New York State permanent or professional certification in Visual Arts AND four years of full-time classroom teaching experience in Visual Arts.PREFERRED QUALIFICATIONS:Preference may be given to candidates who have:• Experience developing and leading professional development workshops, courses, or programs.• Experience managing a grant program and/or budget experience.• Additional experience in Special Education or teaching English Language Learners.• Up-to-date job knowledge, including emerging trends in P12 education, maintained through participation in conferences and ongoing education opportunities.• Active affiliation with professional organizations related to content area and P12 education.• Exceptional written and verbal communication and presenting skills.• Skill in fostering teamwork and building productive working relationships.• The ability to foster and maintain rapport with stakeholders and demonstrate an exceptional commitment to customer service and to delivering quality outcomes.PROMOTION: Current State employees must have one year of permanent service as an Assistant in Instructional Services (Visual Arts). COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Instructional Services (Visual Arts). Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:• Master’s degree AND a New York State permanent or professional teaching certification in Visual Arts AND four years of full-time classroom teaching experience in Visual Arts.     Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of master’s degree and/or transcripts and valid New York State teaching certification in Visual Arts will be required for all candidates at the time of interview. Candidates are required to possess valid permanent or professional New York State teaching certification in Visual Arts at the time of hire. Continued employment is dependent upon maintaining valid New York State teaching certification in Visual Arts and registering TEACH account every five years, including adhering to all relevant professional development and training requirements as specified by the Office of Teaching Initiatives. Failure to maintain a valid New York State teaching certification in Visual Arts and registration of TEACH account every five years will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 5% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding. This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
