The Idaho State Tax Commission is hiring a GIS Analyst II in our Property Tax Division in Boise. This position plans and conducts GIS analyses, maintains GIS data and databases, develops web-based mapping tools, and produces maps and reports that support fair and equitable property tax administration. This role requires strong customer service skills and the ability to effectively communicate complex GIS concepts to county officials and staff through training and educational materials. We are seeking candidates with experience in GIS, ESRI ArcGIS Pro, and programming or scripting languages, along with strong communication and research skills.

    Job Responsibilities:

    + Create, organize, and maintain GIS data for internal, external, and public use

    + Build and maintain GIS layers and databases, including metadata, to ensure data quality and availability

    + Develop and maintain web-based mapping applications to provide a visual display of data to users

    + Provide customer service and technical support to county officials and staff regarding GIS-related inquiries and issues

    + Analyze spatial data and prepare necessary reports

    + Create map products using GIS software

    + Participate as a team member on GIS projects

    Minimum Qualifications:

    The qualifications below are typically gained by at least 2 years of work experience that included these responsibilities OR completion of some upper division college coursework relating to GIS.

     

    + Good knowledge of GIS principle cartographic principles, web and mobile GIS principles, and conducting GIS analysis.

    + Experience operating, applying, and programming GIS software products in a work environment.

    Desirable Qualifications:

    + Some knowledge of cadastral mapping using GIS, reading and interpreting legal descriptions, traversing meets and bounds descriptions, and mapping property boundaries from a deed.

    + Some knowledge of GIS programming languages commonly used in the development of GIS applications, principles of database design and management.

    + Some knowledge of database structure or management; scripting; web development; mobile GIS.

    + Experience in providing customer service and technical support to government agencies, particularly at the county level

    + Demonstrated ability to create and maintain effective training materials and conduct educational sessions on GIS topics for diverse audiences
