    Position Summary

    RSI is recruiting for an Organizational Development Manager whois responsible for providing strategic leadership in the design, delivery, and management of learning programs across the organization. This role oversees instructional design, training facilitation, and administration of the Learning Management System (LMS). The Organizational Development Manager ensures that learning initiatives are aligned with organizational goals, regulatory requirements, and core values while fostering a culture of safety, quality, teamwork, and ownership.

    **Hiring Range:** $90,000.00 to $120,000.00 per year.(The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

     

    This position is required to travel up to 20% of the time.

    Essential Duties and Responsibilities

    + Lead the end-to-end instructional design process (needs analysis, design, development, delivery, evaluation) for a wide range of training programs including compliance, leadership, safety, and professional development.

    + Develops training programs in accordance with applicable standards (e.g., ANSI Z490.1, OSHA 29 CFR, DOE policies) and organizational requirements.

    + Oversee the design and delivery of blended learning solutions, including classroom, eLearning, virtual instructor-led training, and microlearning. Manage external vendors and technology partners supporting learning solutions.

    + Performs comprehensive review, to include the drafting, writing, and analysis of LMS regulations and audits of programmatic training documents in contrast with DOE policies and procedures regarding safety and health, emergency management, business, operations, asset management, environmental compliance, and other site related activities to communicate learning opportunities and requirements to employees and stakeholders.

    + Implements the requirements of DOE Handbook DOE-HDBK-l078-94; DOE Standards DOE STD-l060-93; ANSI/OSHA training requirements; and other DOE orders and policies.

    + Leads the design, development, and execution of all learning and development initiatives, training programs for the Legacy Management Support (LMS) program. Oversees delivery of required training and learning materials for contract employees, subcontractors, and courses supporting the U.S. Department of Energy’s (DOE) Office of Legacy Management (LM).

    + Supervise and mentor instructional designers, training specialists, and Learning Management System administrators. Indirectly manages training points of contact at LMS sites; responsible for the qualification and oversight of an instructor workforce across the continental US; responsible for budgeting and scheduling all milestones, deliverables, and work packages.

    + Manage and administer the Learning Management System, including content configuration, reporting, analytics, and user support.

    + Assess and measure the productivity, effectiveness, and efficiency of training operations; analyzes and assigns work projects, while maintaining workflow, effectiveness, and efficiency of the training program objectives.

    + Partner with SMEs, business leaders, and departments to identify learning needs and align training with organizational priorities.

    + Establish and implement metrics (Kirkpatrick/ROI models) to evaluate program effectiveness and drive continuous improvement.

    + Foster a culture of learning and professional development through innovation and adoption of modern learning technologies.

    + Other duties as assigned.

    Required Education and Years of Relevant Experience

    + Bachelor’s degree in instructional design, education, organizational development, business or related field.

    + Minimum of 5 years of progressive experience in Learning & Development, including instructional design, program delivery, and LMS administration. Prior experience leading L&D teams required, including safety and health.

    Licenses and Certifications

    + Valid Driver’s License

    + No professional certification required. Association of Talent Development (ATD) - Associate Professional in Talent Development (APTD) preferred.

    Required Skills and Abilities

    + Strong knowledge of adult learning principles and instructional design models (ADDIE, SAM, Agile).

    + Experience creating online modules and instructor-based training sessions, instructor- led training guides, supporting materials following an ADDIE/SAT (or similar) instructional design process.

    + Experience measuring training effectiveness through data analytics, dashboards, and ROI frameworks.

    + Strong written, verbal and visual communication skills.

    + Proficiency with LMS platforms (e.g., Cornerstone, Workday Learning, SuccessFactors, Absorb, or similar).

    + Proven ability to manage multiple initiatives simultaneously in a fast-paced environment.

    + Comprehensive knowledge of learning and development and training management principles, concepts, and techniques in training, instructional methods, and position competencies and career development.

    + Knowledge of occupational safety (i.e., 10 CFR 851, 29 CFR 1910, 29 CFR 1926, ANSI, NIOSH, etc.), industrial hygiene (i.e., ACGIH), radiation protection (i.e., 10 CFR 835, NRRPT, etc.), fire protection (NFPA 70-E, NEC, etc.), and field operations.

    + Ability to have major impact on organizational success and productivity, with considerable latitude for independent judgment.

    + Ability to work in a fast paced, stressful, and fluid environment.

    + Excellent facilitation and presentation skills with the ability to engage learners at all levels of the organization.

    + Ability to bring interest, engagement, and enthusiasm to the classroom.

    + Strong project management and change management skills.

    + Ability to train and mentor more junior staff.

    + Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.

    + Proficiency in MS365 Platform (Word, Excel, PowerPoint, Outlook, Teams OneNote, etc. Experience with Adobe products, Articulate 360, Vyond, and learning management systems a plus.

    + Must be able to complete and maintain all training and qualifications required for the position. This includes course completion of all material to be instructed.

    Essential Physical Requirements

    Sedentary: Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs may be defined as sedentary when walking and standing are required only occasionally, and all other sedentary criteria are met.
