Summary This position serves as a Inventory Manager in the Material Management Division of the Supply Chain Management Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s). Responsibilities Duties include, but may not be limited to the following: Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects. Exercises Ordering Officer Authority in determining best value and contract sourcing. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Makes decisions and commitments for the VA HCS and catchment area on equipment that materially affects the health care mission of Veterans. Uses automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property. Identifies and rectifies asset management issues with other Services, VISN-level staff, or support contractors. Coordinates final disposition of NX assets, including the reutilization program; organized requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Manages and controls NX assets for a VA HCS and supported catchment area. Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program. Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions. Initiates Report of Survey (ROS) for lost, damaged or stolen property. Resolves inventory problems requiring extensive and exhaustive research of receipts, issues surveys and other available sources. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/05/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a variety of expendable items and durable medical equipment; forecasting short and long range inventory needs; analyzing inventory management reports and the effectiveness of various options proposed to provide supply support; utilizing automated inventory management systems to maintain current inventory data; researching and analyzing information to resolve questions and issues, and implementing federal and agency programs for the return and re-utilization of medical supplies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond successfully completed post-high school education to meet total qualification requirements for the grade levels specified. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
