    ICF’s Disaster Management Division** is looking for a **Financial Analyst** **– Disaster Management** with experience in CDBG-DR/ MIT compliance, financial management, or public finance to support financial services. **This position is 100% Remote in the United States with ability to travel. Preference given to Austin, Texas area, which would be a Hybrid job for that area.

     

    As our ICF Financial Analyst, you will play a vital role in guiding state recovery operations through disaster grant management while supporting evolving client needs. At ICF, our Disaster Management division leads in program oversight, planning, technical support, outreach, compliance, and performance evaluation for HUD and FEMA recovery programs.

     

    You are a driven professional with deep experience in state and local government, specializing in federally funded disaster recovery and mitigation. Your toolkit includes project management platforms, financial reporting systems, and data analytics.     **Compensation** : While the range below is broader, this position will offer a base salary of 75K to 85K. Offer based on candidate’s % of job description match and location.

    Key Responsibilities:

    • Support state and local governments to successfully administer grant programs by leveraging knowledge of their systems of records and maintaining an understanding of the internal challenges. Provide tailored guidance to address program-specific requirements, ensuring compliance with applicable regulations and facilitating efficient workflow integration across multiple teams and stakeholders.

    • Develop and update job aid materials and SOPs to ensure consistency, while providing clear system navigation instructions. Ensure all documentations adhere to relevant federal and state laws, regulations, and CDBG-DR/MIT requirements, including checklists, procedural guides, process flowcharts, and training resources.

    • Provide onsite technical assistance and training to state and local government agencies on programmatic systems and procedural requirements.

    • Fulfill assigned responsibilities accurately and in a timely manner to ensure all tasks are completed by the designated due date, while proactively communicating any delays or knowledge gaps that may impact successful task completion.

    • Deliver comprehensive financial system and data integrity support to promote accurate reporting within federal, state, and local government systems of record.

    • Maintain a results-oriented approach to support the client in achieving audit readiness.

    • Strong analytical skills with experience in reconciling complex financial data.

    • Proficiency in Microsoft Excel functions (VLOOKUP, Pivot Tables).

    • Ability to work independently, manage deadlines, and proactively address client needs and expectations.

    • Collaborate with leads, peers, and the client to review, update and implement policies, procedures and best practices. Regularly participate and engage in management, strategy, and problem-solving meetings to effectively address client’s needs and requirements.

    Minimum Required Qualifications** **:

    • Bachelor’s degree in finance, accounting or related field.

    • 5+ years of experience in data analytics and reporting using common business intelligence tools, such as Power BI

    • 3+ years of experience in accounting, finance, auditing, forecasting or business analysis.

    • 3+ years of experience writing technical guidance or procedures, examples SOP, functional specs.

    • Advance knowledge of Microsoft Excel (including the use of pivot tables and creation of advanced formulas).

    • Willing and able to travel (flight and vehicle) for work as needed with minimal notice.

    **Preferred Skills/Experience** **:**  (These may set candidates apart)

    • Public Sector experience, such as state and local government working with federal grants.

    • 3+ years of CDBG and/or CDBG-DR/MIT experience.

    • Familiarity with HUDs DRGR Reporting system.

    • Experience with data analysis, visualization, and manipulation using tools like Excel, Power BI, Python, Quickbase, Jet Reports, Tableau.

    • Grant Accounting, Public Accounting, Budgeting.

    • Experience with Microsoft Dynamics 365.

    • Experience in delivering training and technical assistance.

    • Experience with creation of CDBG-DR/MIT subject-related materials, such as training and technical assistance tools, presentations, handouts, etc.

    • Experience working in Texas within a Federal, State and/or City financial role.

    • Strong written and verbal communication skills to identify system deficiencies, address data integrity issues, and offer solution-focused recommendations.

    • Ability to execute project plans, maintain schedules, and forecast activities.

    • Self-motivated with ability to work independently with attention to detail and strong time management.

    **Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

    The pay range for this position based on full-time employment is:

    $81,094.00 - $137,860.00
