    The Environmental Health Manager is responsible for overseeing Environmental Health and Mosquito Control operations.

     

    In Environmental Health, duties include supervising staff in daily food inspections, handling complaints, overseeing the permit issuance process, and ensuring adherence to established procedures. Reviews and approves plans for new or remodeled food establishments and public swimming pools, conducts Certificate of Occupancy inspections, and maintains an active inventory of establishments undergoing plan review. Oversees the department’s internal inspection software and provides oversight on permit renewals.

     

    In Mosquito Control, supervises and trains staff in the safe and effective use of equipment and chemical applications. Coordinates larvicide and adulticide treatments, serves as the primary liaison with external vector control agencies, manages the program budget and software systems, and maintains the mosquito control webpage.

    Duties

    + Supervises Environmental Health Coordinators and Mosquito Control staff, providing direction on daily inspection assignments, complaints, and permit-related activities. Ensures staff follow established procedures and oversees expenditures for both operations.

    + Reviews plans for new and remodeled food establishments and public swimming pools. Enters comments into the City’s software system and communicates with contractors on plan details when necessary. Monitors City’s Software system for plans and final inspection requests, collaborates with other departments as needed throughout the review process, and conducts inspections as needed until approved. Maintains inventory of establishments undergoing plan review.

    + Maintains the Department’s internal inspection software system for Environmental Health and Mosquito Control, including form modifications and vendor communication as needed. Regularly updates the department’s webpage with mosquito control spray schedules and food safety information. Provides oversight on permit renewals for food establishments and public swimming pools using internal software systems.

    + Inspects food sales and service establishments to educate operators on sanitation and hygiene practices. Responds to reports involving pollution, sewage leaks, on-site sewage facility (OSSF) complaints, rodent and insect infestation, mosquito breeding sites, abandoned residential swimming pools and their abatement process, obnoxious odors, and improper trash containment. Ensures compliance through enforcement actions, including legal proceedings when necessary. Prepares, documents, and maintains accurate electronic and physical records of inspections, communications, and court-related activities.

    + Inspects public swimming pools and spas to educate operators on pool water hygiene and safety standards, ensuring compliance through enforcement actions. Issue permits.

    + Performs all other related duties as assigned, including public speaking engagements.

    Minimum Qualifications

    Required:

    + Registered as a Sanitarian with the State of Texas.

    + Ability to obtain Pesticide Application License with the State of Texas within one year of employment.

    + Five years of related experience.

    + Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).

    OR

    + An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

    Preferred:

    + Prior supervisory experience.

    + Bilingual in English/Spanish.

    + Experience in FDA Standardization of Retail Food Safety Inspection Personnel.

    + OSSF Designated Representative.

     

    Knowledge, Skills and Abilities

     

    Experienced with computers, inspection software, and reviewing plans. Skills in public speaking, interpersonal relations, and written communication. Working knowledge in environmental science, entomology, microbiology, epidemiology, marine biology, limnology, parasitology, biology, chemistry, as well as food science, pool maintenance, and water chemistry. Takes direction and guidance from the supervisor in a positive manner. Laboratory techniques of sampling and testing are also necessary. Ability to create, develop, and cultivate a positive team environment with the Environmental Health Coordinators and Mosquito Control staff as well as the ability to get along appropriately with other co-workers and the public.
