The Georgia Technology Authority (GTA) is currently seeking a Software Developer 3 in the Office of Application Development & Maintenance
The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY: The Software Developer 3 works closely with internal and external stakeholders, business analysts, and team members to understand business requirements and deliver high-quality technical solutions. This role is responsible for the full software development lifecycle, including design, coding, testing, implementation, and ongoing support ensuring projects are completed on time and within budget.
In addition to development work, this position contributes to system architecture, technology planning, tool evaluation, complex issue resolution, advanced testing, and build-vs-buy analysis. This role also serves as a Team Lead, guiding and supporting team members to ensure successful project delivery.
RESPONSIBILITIES:
+ Project & Technical Leadership
+ Consult with clients, business analysts, architects, and team members during project planning.
+ Monitor milestones, identify schedule risks, and propose solutions to keep projects on track.
+ Lead technical evaluations and selection of software/middleware tools, including buy vs. build recommendations.
+ Provide technical leadership, mentoring, and coaching to team members.
+ Solution Design & Development
+ Translate business requirements into technical designs and provide input to architects.
+ Design, develop, integrate, and enhance software applications, middleware, and enterprise solutions.
+ Identify opportunities to streamline, automate, or improve existing applications and processes.
+ Reuse existing components where possible and recommend improvements to data feeds and system interfaces.
+ Ensure adherence to development guidelines, quality standards, and architectural best practices.
+ System Integration & Testing
+ Design and support system conversions, upgrades, migrations, and patching.
+ Coordinate integration builds, quality assurance, and deployment activities.
+ Participate in unit, integration, QA, regression, and performance/load testing, ensuring defects are resolved.
+ Document and maintain architecture, integration, and conversion plans.
+ Support & Maintenance
+ Provide Tier III (integration-level) support, troubleshooting complex issues and identifying root causes.
+ Ensure applications and modules are production-ready, with supporting libraries, configuration, and documentation.
+ Maintain and support existing software and systems to ensure availability and performance.
+ Collaboration & Communication
+ Partner with architects and the GTA Technology Office to ensure alignment with long-term strategy.
+ Build relationships with stakeholders, provide technical documentation, and contribute to reports/presentations.
+ Support user, client, and partner engagements—including demos, prototypes, and solution proposals.
+ Security & Compliance
+ Ensure security, confidentiality, and integrity of information systems in compliance with organizational and regulatory standards.
+ Incorporate security controls into all designed solutions and help mitigate potential threats.
+ Other
+ Stay current on emerging technologies, tools, and best practices to continuously improve solutions.
o Serves as Team Lead across the full software development lifecycle, including analysis, design, development, integration, testing, deployment, and support.
+ Perform other duties as assigned.
AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications:
Five (5) years of programming/systems analysis experience AND Three (3) years demonstrated project experience using Angular (version 9+) and/or React (version 18+) AND Three ( 3) years demonstrated project experience with responsive and adaptive UI/UX design or development and supporting technologies (HTML5, CSS, Bootstrap, Sass/SCSS, etc.) WITH Two ( 2) years demonstrated project experience working with Jakarta EE AND Two ( 2) years’ experience in working in an agile development environment, preferably Scrum, with experience in doing story points and working through sprints.
• Experience with Spring Boot.
• Experience working with an RDBMS such as Oracle or PostgreSQL.
• Experience working with Git-based repositories.
• Experience with JPA/Hibernate.
• High School Diploma or Associate’s or Bachelor’s degree in programming/systems/engineering or computer science, specialized training, certification, or proven equivalent work experience.
• Client-facing engagement skills to include direct communication or interactions with customers and end users.
Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications: (Preference will be given to candidates who demonstrate some or all the following skills/experience):
• Experience with Angular (version 9+)
• Experience with STRUTS
• Familiarity with microservices, microservices architecture, containers, and supporting technologies (Docker, Kubernetes, Kafka, etc.).
• Familiarity with integrating with directory services, such as MS Active Directory and/or OKTA.
• Experience with RESTful Web Services or APIs and supporting tools (I.E. Swagger).
• Experience with data exchange/serialization languages, formats, or technologies (JSON, YAML, XML, etc.).
• Experience with stored procedures using PL/SQL.
+ Familiarity with cloud computing services, processes, and standards (preferably for AWS) and related services (CodeCommit/Bit Bucket, CodePipeline, EC2, S3, Fargate, Lambda, etc).
• Familiarity with issue or project tracking software such as JIRA.
• Experience in troubleshooting production issues by analyzing debug/transaction logs and other transaction data using SQL queries or related tools.
• Experience in analysis, design, development, testing, and deployment of enterprise applications in a rapid development environment.
• Understanding of software design patterns, packaging, deployment, and quality assurance.
• Experience working with an integrated AI tool (i.e. Q Developer/Gemini/etc.) for software development.

Office Location: 47 Trinity Ave, Atlanta GA
Worker Type: Hybrid – (in-office: 2-3 days per week)
Target Hiring Salary Range: * $77,100 - $105,000
*Current Georgia state government employees will be subject to SPB rule provisions.
