    The Office of the State Public Defender has a vacancy.

     

    The Office of the State Public Defender (OSPD) regulates the delivery of legal services for indigent persons accused of crimes through dedicated, well-trained, and talented public defenders and support staff in all 64 parishes.

     

    Serves primarily in the field, conducting and assisting with district public defender offices’ (PDO) assessments regarding compliance with the Office of the State Public Defender’s (OSPD) statewide policies, programs, projects, state and federal laws, rules, regulations, and statutes, licensure and ethics related to the improved delivery of public defense services to adult and juvenile clients.

    Minimum Qualifications

    Three years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR

    Six years of full-time work experience in any field; OR

    A bachelor's degree.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    Trial Level and Juvenile Compliance

    •Conducts OSPD site visit assessments.

    •Acts as a member of the OSPD’s Site Visit Team, implementing the OSPD’s evaluation plan for the statewide district PDOs.

    •Performs a wide range of investigative work regarding district PDO compliance with OSPD’s adopted standards, guidelines, policies, protocols, laws, rules and regulations, statutes, licensure, ethics, and state, federal, and OSPD mandatory reporting mandates.

    •Observes and investigates district PDO operations, which include the review of client files, revenue and expense reports, personnel licensing, ethics, court activities, and office/personnel management.

    •Investigates reported compliance violations and/or misconduct of the district PDO.

    •Takes written and/or recorded statements from District PDO personnel and local criminal justice stakeholders.

    •Drafts confidential reports for review by the SPM-2 and State Public Defender.

    •Maintains records of district PDO assessments, investigations, and observations, and supporting documentation.

    Office Outreach and Other Responsibilities

    •Prepares regular reports to the Statewide Program Manager 2 of district public defender office variances to office standards, guidelines, policies, and procedures with respect to each district.

    •Assists with the implementation of the Office of the State Public Defender’s compliance policies, protocols and programs in district PDOs.

    •Provides presentations, training, and guidance to district public defender offices across the state on OSPD policies, programs and reporting requirements.

    •Communicates OSPD recommended corrective actions to district personnel, follows up on district office progress/improvements, and drafts status reports.

     

    Perform other compliance duties as assigned by the SPM-2 or State Public Defender.
