    Your Specific Responsibilities:

    This is a highly responsible administrative supervisory nursing position overseeing the Adolescent and Reproductive Health Section and reports to the Chief of the Bureau of Family Health Services and performs complex professional, supervisory, and administrative work in planning monitoring, collaboration among State Health Office programs, Department of Education, and other state agencies. This position spends more than 50% of the time en gaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

     

    Responsible for Adolescent and Reproductive Health programs, including Health Literacy, Positive Youth Development Activities, and the Family Planning program and Maternal and Child Health Performance Improvement local health department liaisons. Evaluates services provided in schools, county health departments, and in other selected statewide initiatives, and contractual services. Supervises and participates in the development and preparation of planning material data for annual reports, multi-year comprehensive plans, and special reports to help achieve state and national health and education goals. Participates in the preparation of grant proposals and other materials for procurement of funds for service expansion or projects in the areas of child and adolescent health services. Participates in the development of initiatives to expand, improve, and coordinate activities within the department and in partnership with the Department of Education, Department of Children and Families, other state agencies, and the private sector which impact child and adolescent health in Florida. Participates in quality improvement activities as appropriate. Builds relationships with voluntary organizations and medical, social work, nursing and other professional health organizations who have interest and expertise that will be helpful in the development of child and adolescent health programs. Participates in state and national school health organizations, shares information, and serves in a consultative/collaborative role.

     

    Supervises and participates in the development of program specific components of the budget, budget allocation, and amendments, and ongoing budget functions.

     

    Oversees the development, review, and revision of program rules, manuals, policies, and procedures that effect the provision of health services. Assists in interpreting and revision of rules, policies, or procedures. Analyzes proposed legislation and rules for impact on child and adolescent health, school health, and develops proposals for statutory/rule amendments deemed necessary to improve service delivery.

     

    Provides nursing and administrative consultation and technical assistance to county health departments, county school boards, nursing schools and provider staff regarding programmatic issues. Responds to oral and written requests for information from other departmental divisions, state agencies, outside groups or persons, and the legislature. Oversees the development and implementation of education and training programs and materials for county health department staff, providers, and others.

     

    Oversees monitoring, by on-site reviews and analyses of reports, of program services provided, and compliance with program rules and standards by county health department staff; and ensures the effectiveness and efficiency of Child and Adolescent Health programs, including the preparation of reports which will form the basis of corrective action plans and monitoring follow-up activities. Collaborates with the other state agencies and other department evaluation experts to establish outcome objectives and evaluation plans.

     

    Performs other duties and responsibilities as assigned or required. Complies with and monitors compliance (when applicable) of the mandatory requirements on section 215.44, Florida Statutes and Chapter 3A-20 of the Florida Administrative Code.

    Required Knowledge, Skills, and Abilities:

    Ability to utilize independent judgment in personnel administration, unit budgeting and development and implementation of unit procedures.

    Qualifications:

    Florida Registered Nurse license is required. Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. The incumbent may have access to records containing social security numbers in the performance of job duties. Contract Manager – Serves as contract manager as required by section 287.057(15), Florida Statutes. Serves as the supervisor for a contract manager(s) and monitors compliance with the mandatory requirements in sections 287.057(16) and 215.422, Florida Statutes. Purchasing Card – Assigned Purchasing Card responsibilities. Purchasing – This position is responsible for the preparation of purchasing and the approval of purchasing.
