    Duties and Responsibilities

     

    The Office of Employee Relations in the Bureau of Personnel Services is seeking an individual to work as part of a team responsible for providing advice and coaching to leaders, managers and employees on all employee relations issues. The role provides strong partnership on disciplinary processes, grievance processes, legal issues, investigations, conflict management, etc. The work involves assessing and resolving complex employee relations matters while ensuring consistency in adherence to Department policies and procedures while maintaining a non-biased approach. The role requires skill, tact, persuasion, judgment, and/or negotiation skills to accomplish objectives.

     

    Knowledge, Skills, and Abilities

     

    + Knowledge of and the ability to apply Personnel Rules and Statutes.

    + General knowledge of employment practices, labor relations and collective bargaining contracts as they relate to Human Resource Management.

    + Superior oral and written communication skills to include the ability to speak or present effectively in front of large or small groups.

    + Ability to utilize critical thinking and judgement to analyze complex situations and develop appropriate recommendations for solutions.

    + Ability to research and analyze data pertaining to HR Management and prepare complex reports.

    + Ability to effectively handle very difficult or volatile situations.

    + Ability to maintain highly sensitive and confidential information.

    Preferred Qualifications

    + Labor Relations and/or Employee Relations experience.

    + Experience advising and counseling managers, supervisors and employees regarding employee relations issues to include disciplinary processes, grievance processes, legal issues, investigations, and/or conflict management.

    + Preparing reports such as Affirmative Action reports and writing disciplinary actions.

    + Experience in conducting negotiations, mediating and/or leading meetings.

     

    Job Related Requirements

     

    + The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.

     

    General Information

     

    + The elements of the selection process may include a skill assessment and/or oral interview.

    + Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.

    + FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
