    The Work You Will Do:

    District Estimates Manager

     

    This position supervises District Estimates staff in the preparation of construction cost estimates utilizing multiple program platforms in support of the District’s Work Program. It is responsible for the review and evaluation of construction plans, specifications, historical bid prices, geographic fluctuations within the project areas. Serves on statewide committees to develop policies and procedures and participate in programs developed by Central Office and the Federal Highway Association.

    Your Specific Responsibilities:

    Supervise District Estimates Staff in the preparation of construction cost estimates by utilizing the Long Range Estimating (LRE) System or American Association of State Highway and Transportation Officials (AASHTO) Trns•port System in order to support the Department's Work Program. Obtain the latest scope of work for the project and determine unit prices based on the latest cost data and trends available. Assign projects to staff, track, update, and conduct periodic reviews of construction cost estimates in a timely manner. Ensure that project estimates are updated in accordance with procedures and reported to the proper personnel for establishing or updating the construction cost in the Work Program. Support the Department's Annual Work Program Review process by updating construction cost estimates in the District's 5-year Work Program and coordinating with Central Office (CO) Estimates on projects not meeting work program criteria.

     

    Supervise District Estimates Staff in the preparation of the authorization and official construction cost estimates in order to support Plans, Specifications and Estimates submittals, contract lettings and Work Program. Evaluate and assess construction plans, specifications, historical bid prices, geographic pricing fluctuations, bidding competition in the project area and other related impacts to construction cost. Ensure that these estimates are loaded into AASHTO's Trns•port System in accordance with procedures. Post authorization estimates for class 1 construction contracts to CO's server, completing the official estimate prior to letting and timely transferring control of proposals and projects to CO.

     

    Analyze and interpret changes in the design criteria, policies, and procedures as set forth by the Department and Federal Highway Administration (FHWA) to stay abreast of changes related to construction cost estimating processes. Disseminate changes and advise in the interpretation of changes with in-house staff and consultants for work flows, special requirements, and policies and procedures concerning construction cost estimates preparation and submittal.

     

    Coordinate District Estimates Staff in the evaluation of contractor's bids and preparing contract bid review documents on all construction contracts in accordance with procedures. Analyze root cause(s) of major differences between the contractor's bid and the Department's estimate that will justify award or rejection of the contract. Serve as an active member of the District Technical Review Committee as required by procedure. Ensure that contract bid review documents for class 1 contracts are transmitted to CO Estimates in accordance with procedures. Support the District Contracts Awards Committee, or equivalent meetings.

     

    Coordinate District Estimates Staff in administering the various statewide estimating systems used in the District. Coordinate with CO Estimates on application issues and recommended enhancements. Coordinate, schedule and oversee training for District and/or consultant personnel in using these computer applications. Provide access for these applications to Department and/or consultant personnel that meet security criteria. Coordinate with CO Estimates on any security issues.

     

    Coordinate and provide current and new pay item numbers, as needed, for design personnel, consultant industry and utility owners. Serve as District liaison with CO Estimates for pay item requests and resolving pay item issues. Provide or coordinate training in the use of the Basis of Estimates Manual for Department and consultant personnel as needed.

     

    Provide construction cost estimating support for the District at various functions such as Production meetings, Value Engineering Studies, Risk Analysis Workshops, etc., as needed. Perform cost comparisons for alternate methods of construction. Prepare various reports and correspondence as required. Provide current State and District construction cost information to various offices, county officials and private consultant firms.

     

    Serve on statewide committees for estimating systems, policies, procedures, manuals and various technical programs developed by CO and FHWA. Review and provide recommendations for improving the quality and accuracy of construction cost estimates. Coordinate quality assurance reviews conducted periodically by CO.

     

    Provide District Contracts Office with contract class breakouts for District Let contracts.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    + Knowledge of basic management/supervisory principles and practices.

    + Knowledge of the concepts, terminology, principles and analytical techniques of highway design.

    + Knowledge of design, construction, production and/or operations.

    + Knowledge of cost estimating for highway construction.

    + Knowledge of design pay items, specifications and historical bid unit cost data.

    + Knowledge of contract bid review and award process.

    Skills in:

    + Skill in using engineering software, tools and equipment.

    + Skill in using Microsoft products such as Word, Excel and PowerPoint.

    + Skill in communication, including verbal, written and active listening.

    + Skill in solving engineering related problems and conflict resolution.

    + Skill in preparing and making presentations.

    Ability to:

    + Ability to supervise and manage technical staff.

    + Ability to analyze and interpret engineering data.

    + Ability to apply engineering quantitative techniques.

    + Ability to communicate in both plain language and technical engineering terms effectively.

    + Ability to plan, organize, coordinate and perform multiple work assignments and establish priorities.

    + Ability to read, interpret, understand and apply applicable rules, regulations, policies, and procedures.

    + Ability to understand, interpret and analyze design plans, specifications, construction cost data and contract documents.

    + Ability to develop various reports.

    Other Job-Related Requirements:

    + Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team)
