Job Description

The Iowa Department of Health and Human Services (HHS), Division of Public Health, Bureau of Family Health is seeking a BFH Data Base/CAH Budget Coordinator to join our team!
This position will serve as the primary point of contact for the Bureau of Family Health, Iowa Connected (IC) Data Base and will assist in the ongoing operation and maintenance of the system.
The position will also lead the development of the Child and Adolescent Health (CAH) funding formula and assist in the review and analysis of annual CAH stakeholder budget submissions for accuracy, compliance with established program policies, adherence to funding availability and alignment with identified program outcomes. The successful applicant will successfully oversee modification of the IC data base and will coordinate data testing and implementation of completed system changes.
This position will require knowledge and experience in reviewing complex program budgets and an ability to interpret technical written documents, information and instructions. It will be essential to translate this knowledge, experience and ability into information both HHS program staff and contracted end users are able to understand.
Additionally, this position will provide ongoing instruction and technical assistance to all users and will lead the development of a protocol to consistently coordinate with IC users to assess overall system functionality and implement a continuous quality improvement approach to the work.

058 Budgeting:
6 months experience, 12 semester hours, or a combination of both in preparing, analyzing budgets; and providing advice/technical assistance with cost analysis, fiscal allocation, and budget preparation.
AND
122 PC Business Applications:
6 months experience, 12 semester hours, or a combination of both in:
• Developing, designing and implementing computer programs for business applications
• Performing technical analytical assignments in the development of computer systems
• Completing design of computer systems applications
• Working closely with users to analyze and prototype automated systems
• Performing programming systems maintenance and enhancements
AND
139 Database:
6 months experience, 12 semester hours, or a combination of both in: Developing, installing and maintaining database management systems Working in conjunction with the business application process staff to design specific database applications (assure that it can be loaded in and that it works as intended) Developing and enforcing data definition standards to ensure data can be used across work units
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
2) All of the following (a and b):
a. Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3)All of the following (a, b, and c):
a. One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
