    Job Description

    The Executive Officer 1 will be an integral member of the Division, providing support to the Division Administrator and leadership team in the Division of Special Education.

    Your Responsibilities:

    + Provide support to the Special Education Division Directors. Coordinate calendars which includes high-level planning and interaction with stakeholders, executives, legislators and the Governor's office.

    + Assist with the preparation of travel documents, contracts, expense approvals, and related procedures. Assist with the development and composition of correspondence including confidential communications.

    + Special projects which include collection and analysis of large amounts of data for the agency. Making recommendations for process improvement. Hold regular status meetings with project teams, keeping them informed of changes and progress. Effectively communicate project information to the management team. Resolve and or report to management issues in a timely fashion. Tactfully communicate difficult/sensitive information internally and externally.

    + Oversight of monitoring program compliance/alignment with budget. Track, monitor and document claims for payment processing and ensure contract payments are documented. This work includes discerning whether the expense is allowable under the funding source and coded correctly, according to categories for funding stream.

    + Assist with the filing of federal reports, including the tracking of state complaint, mediation and due process activities, ensuring timelines are met. Provides guidance and advice to the Division on programmatic, technical, or process related topics.

    + Respond to requests for information regarding Department procedures, practices, guidance and support related to the Individuals with Disabilities Act (IDEA). Researches response by reviewing known/established Department guidance and federal guidance and procedures; and communicating with subject matter experts within the division.

    + Assist Special Education Division Directors and Bureau Chiefs, as assigned, monitoring information management and system issues related to special education programmatic data. Pull reports from data system to respond to program inquiries. Track documents posted on websites and data system resource pages to ensure they are up to date.

    + Serve as administrative lead of the federally mandated State Special Education Advisory Panel. Plan monthly meetings, organize all resources needed for the meetings including lunch, take minutes, lead the process of appointing new members, and report out as needed to various Stakeholders.

    + Support Special Education Division Directors and Bureau Chiefs priorities through performing other duties as assigned.

    Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time professional-level work in program administration, program development, program operations, or management.

     

    2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

    3) All of the following (a, b, and c):

    a. One year of full-time professional-level work experience in program administration, program development, program operations, or management; and

    b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

    c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

     

    4) Current, continuous experience in the state executive branch that includes thirty months of fulltime work as a Program Planner (any level), Management Analyst (any level), or Administrative Assistant (any level).
