Essential functions (job duties):
Job Purpose:
The Manager, Data and Quality is responsible for overseeing all data management, reporting, quality improvement, and compliance activities primarily related to Ryan White HIV/AIDS Program (RWHAP) and other public health programs and services. This position ensures that all clinical and programmatic services meet federal, state, and local reporting requirements, and drives initiatives that improve patient outcomes, clinic efficiency, and organizational accountability. This position reports to the Program Director.
Essential Functions:
Data Management and Reporting:
Oversee the collection, validation, analysis, and reporting of all clinical and programmatic data related to RWHAP, including Health Resources and Services Administration (HRSA)’s Ryan White Services Report (RSR), ADAP Data Report (ADR), and other funder-required deliverables.
Ensure accurate and timely data entry into CAREWare, EMRs, and other systems.
Collaborate with IT, finance, psychosocial team, and clinical staff to ensure data systems are integrated and aligned with internal and external reporting requirements.
Quality Management and Improvement:
Lead the development, implementation, and monitoring of the clinic’s HIV Quality Management (QM) Program in accordance with HRSA and HIV/AIDS Bureau (HAB) guidelines.
Facilitate Quality Management Committee meetings and guide staff in Plan-Do-Study-Act (PDSA) cycles and performance improvement projects.
Track and report quality indicators, such as viral load suppression, retention in care, and disparities outcomes.
Develop and maintain a Quality Management Plan, review annually, and adjust as needed.
Compliance and Accreditation:
Ensure ongoing compliance with federal, state, and local public health agencies or other regulatory/accrediting organizations.
Assist with coordination of site visits, audits, and monitoring of grant program activities.
Maintain up-to-date knowledge of program requirements, for Ryan White and other assigned public health programs
Leadership and Collaboration:
Supervise data and quality staff, providing mentorship, performance evaluation, and professional development.
Work cross-functionally with medical, behavioral health, psychosocial, and administrative teams.
Represent the clinic at regional and national HIV quality collaboratives, data-sharing forums, and stakeholder meetings.

Unique duties:
Qualifications:
Education:Master's degree
Master’s degree from an accredited college or university in Public Health, Health Informatics, Health Administration, Nursing, or a related field strongly preferred. Experience commensurate with degree will be considered.
Experience:Specialist (minimum 5 years of job-related experience)
Minimum 5 years of experience in data analytics, quality improvement, or healthcare program evaluation, preferably in a public health or HIV care setting.
Knowledge, Skills, and Abilities:
Familiarity with HRSA’s Ryan White HIV/AIDS Program, CAREWare, and RSR reporting requirements.
Strong leadership and team management skills.
Proficiency with data analysis tools (e.g., Excel, SAS, SPSS, Tableau) and EMR systems.
Demonstrated expertise in quality improvement methodologies (e.g., PDSA, Lean, Six Sigma).
Certification in healthcare quality (e.g., CPHQ).
Knowledge of HIV clinical guidelines and disparities in care.
