Description
RDTS is seeking aLead Material Coordinatorto oversee daily operations withinGovernment Publishing Office's (GPO) Distribution Center. This role shall ensure timely and accurate fulfillment of government publications and materials while integrating Dept of Labor requirements and outbound mail-operation practices comparable to Veterans Affairs logistics operations.
The position is fully onsite in Laurel, MD and full-time, Monday-Friday (actual schedule is TBD, typical work hours are 7:00am-4:00pm), and available upon a favorable federal background check.
KEY RESPONSIBILITIES:
+ Lead a team of contractor personnel in executing order picking, packing, staging, and shipping activities consistent with established warehouse and mail-out workflows.
+ Oversee outbound mail operations including verification of mail manifests, preparation of flats and parcels, coordination with postal and carrier vendors, and adherence to mailing security and segregation procedures similar to VA mailroom practices.
+ Monitor workflow to ensure compliance with GPO distribution protocols, performance metrics, and applicable DOL wage, hour, and recordkeeping requirements.
+ Serve as the primary liaison between contractor staff and GPO supervisory personnel to resolve operational issues, escalate safety or labor concerns, and ensure contractor adherence to federal labor standards.
+ Implement quality control procedures that include pick-check routines, package integrity checks, and mail piece verification to minimize errors and protect publication integrity.
+ Maintain accurate records of inventory movement, fulfillment rates, outbound mail manifests, timekeeping, and payroll documentation required for DOL review.
+ Support continuous improvement initiatives in logistics efficiency and customer service, including cycle counts, root-cause analysis of errors, and lean/mail-room optimization projects.
+ Ensure adherence to workplace safety standards, OSHA requirements, and federal labor regulations; coordinate safety briefings, hazard reporting, and incident documentation.
+ Train new team members on GPO-specific systems, future and current WMS processes, mail-handling procedures, DOL employee rights and protections, and contractor compliance obligations.
Requirements
+ Minimum 3 years of experience in federal logistics, warehouse operations, mailroom/outbound mail operations, or order fulfillment with limited supervisory responsibilities.
+ Demonstrated leadership in managing teams within a performance-based contracting environment and familiarity with contractor oversight requirements.
+ Knowledge of GPO Procurement Regulations, federal supply chain protocols, and Department of Labor requirements including wage/hour rules, Service Contract Act considerations where applicable, and recordkeeping obligations.
+ Strong organizational and communication skills with the ability to synthesize operational and compliance data into actionable guidance for both contractor and GPO personnel.
+ Proficiency in warehouse management systems, mail manifesting tools, and Microsoft Office Suite; experience with automated sortation or mail tracking systems preferred.
+ Ability to pass background checks and meet federal contractor eligibility requirements.
Preferred Attributes
+ Experience supporting legislative branch logistics, distribution operations, or large-scale outbound mail programs similar to VA operations.
+ Familiarity with FAR principles and voluntary alignment strategies for legislative branch contracting.
+ Commitment to operational excellence, continuous improvement, and labor compliance.
+ Demonstrated ability to work collaboratively across contractor and government personnel boundaries and to manage contract performance expectations while protecting employee rights.
