Summary The position is located in the Office of Behavioral Interventions (OBI), Assessment, Evaluation and Placement Unit (AEPU). The AEPU manages the selection and administration of all screeners, assessments, and evaluations required to identify offender criminogenic risk and needs and stabilization needs in a timely manner and place offenders in the appropriate cognitive behavioral interventions and other internal and/or external intervention service. Responsibilities The incumbent supervises staff of Assessment, Evaluation, and Placement Specialists (AEP) who conduct screeners, assessments and evaluations, analyze results, provide written reports and use this information to place offenders in appropriate interventions. The incumbent directs clinical and administrative activities, ensures all staff maintain the necessary qualifications to carry out duties, assists in determining appropriate assessment and placement recommendations for difficult cases, recommends training needs and reviews the work of the AEPS to ensure appropriate use of Agency resources. Performs the administrative and human resource management functions relative to the staff supervised. Reviews and develops new and innovative policies, programs, plans, and initiatives for the full range of requirements, relationships, and actions for a program serving various population sectors or clientele. Oversee and review the work of AEP Specialist who conduct a full range of assessments for offenders/defendants and develop integrated case plans based on assessment results to identify appropriate intervention services; perform case management services utilizing social service program resources; developing and monitoring treatment plans, set goals, assess client progress, and create reports on offenders' program performance. As an active member of the Interdisciplinary Team (IDT) meetings, the incumbent will provide rationale, explanations, and recommendations. They will work closely with Community Supervision Officers to develop and submit referrals for treatment services and make recommendations to the primary Community Supervision Officer and Supervision Team regarding offenders' status and progress. The incumbent will compile weekly statistics on assessment recommendations and outcomes, maintain clinical files according to CSOSA and national quality assurance standards, and assist in case management within their area of responsibility. They will handle all aspects of case management, maintain expert knowledge of screeners, assessments, evaluations, and intervention services, and accurately administer these tools with fidelity. Additionally, they will uphold expert knowledge of evidence-based practices in community corrections, including risk-needs-responsivity principles, and apply these principles in their work with the Assessment, Evaluation and Placement Unit (AEPU). Requirements Conditions of Employment Qualifications Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for this position if you meet the following three qualification requirements below: QUALIFICATION REQUIREMENT 1 This position has a Selective Placement Factor. To further qualify for this position, applicants must possess a current licensure or certification to practice independently in the social services field: Licensed Independent Social Worker (LISW), Licensed Independent Clinical Social Worker (LICSW), Licensed Professional Counselor (LPC) OR comparable certification in a social science discipline such as psychology or social work is required. QUALIFICATION REQUIREMENT 2 This position has a positive education or experience requirement. This is a Social Science series position which has a Basic requirement. In order to initially qualify for this position, you must meet one of the three following Basic requirements: A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in the behavioral or social sciences, or in a related discipline that included at least 24 semester/36 quarter hours in the behavioral or social sciences. OR B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.t. Must provide transcripts with application prior to announcement closing. QUALIFICATION REQUIREMENT 3 In addition to meeting the Basic Requirement (positive education or experience), applicants must have one year of specialized experience equivalent to the next lower grade (GS-12 or equivalent in other pay scales) within the Federal service, which demonstrates the ability to perform the duties of the position. Specialized Experience is defined as: Having extensive experience providing intensive case management services for justice-involved individuals with diagnosed mental health and substance use disorders. Conducts and oversees comprehensive substance abuse assessments to determine the presence and severity of substance use disorders among clients. Demonstrated expertise in administering, scoring, and interpreting clinical screeners, assessments, and evaluations to inform individualized treatment planning and intervention placement. Serves as a Subject Matter Expert (SME) in evidence-based practices in community corrections, including the risk-needs-responsivity (RNR) model. Provides clinical oversight and quality assurance for subordinate staff, ensuring adherence to agency protocols and the effective implementation of treatment strategies aligned with court or parole mandates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education is not substitutable for specialized experience at this grade level. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
