    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $82,056 - $94,364.00

     

    *THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ASSOCIATE STAFF ANALYST.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community

     

    The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality - including in the child welfare system -, and create conditions that foster well-being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.

     

    The CFWB Policy and Compliance unit performs all tasks related to CFWB policies and procedures, ensures compliance with federal, state and local laws and regulations that govern funding for CFWB programming and quality assures CFWB activities to proactively safeguard compliance and standards.

    Reporting to the Director of Child Care Risk and Integrity in the Division of Child and Family Well-Being (CFWB), the Child Care Risk and Integrity Specialist will have the following tasks and responsibilities:

    - Draft letters to providers, as well as parents/caretakers in regard to deferring payment, investigations, and disqualifying providers

     

    - Track responses to correspondence for deferring payment

     

    - Track documentation requested for investigations

     

    - Provide support and participate in unannounced site visits

     

    - Follow-up on staff reports filed following investigations

     

    - Assist with investigations and provide analysis of documentation

     

    - Track recoupment and provider repayment

     

    - Track cost savings and avoidance

     

    - Review of complex claims for improper payments or false claims which must be conducted in accordance with state child care subsidy regulations

     

    - Reporting monthly to ACS’ oversight agency, New York State Office of Children and Family Services (OCFS), concerning NYC ACS’ fraud and risk assessment activities

     

    - Prepare and distribute the agency's monthly fraud statistical report

     

    - Draft and conduct training for ACS and NYC PS child care staff on identifying potential child care subsidy fraud and how to refer cases for investigation

     

    - Enter discontinuances into the NYC child care subsidy system of record for applicants determined to be fraudulent

     

    - Receive and evaluate referrals from ACS Resource Area, and external agencies, for applicants with history of discontinuance for fraudulent activity;

     

    - Send notices to applicants specifying additional documentation needed for fraud investigations

     

    - Co-lead for the ACS Child Care Fraud and Risk Assessment Work Group.

     

    - Conduct site visits to child care facilities for inspection and review records to ensure compliance with state regulations

     

    - Make recommendations to the Director of Child Care Risk and Integrity on investigations and provide support to the Director with monitoring referrals made to the ACS Child Care Subsidy Fraud Mailbox, and conducting program integrity reviews required by state oversight agency.

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

    2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

    3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

    5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
