    Job Description

    The New York City Department of Transportation (DOT) strives to provide safe, efficient, and environmentally responsible movement of people and goods in the City of New York and to maintain and enhance the transportation infrastructure crucial to the economic vitality and quality of life of our primary customers, City residents. DOT oversees one of the most complex urban transportation networks in the world. DOT staff manage an annual operating budget of 1.5 billion dollars, along with 6,300miles of streets and highways, over 12,000 miles of sidewalk, and nearly 800 bridges and tunnels. NYC DOT staff also installs and maintains over one million street signs, 13,250 signalized intersections, over 315,000 streetlights, and over 350 million linear feet of markings. In support of these efforts, the Fiscal Affairs unit within DOT is responsible for all capital & expenses payables, revenue collection and internal fiscal support.

    Under the general supervision of the Deputy Director of Fiscal Affairs and with latitude for independent initiative and judgment, the Assistant Director of Fiscal Affairs will supervise 2 Assistant supervisors in the Accounts Payable work unit and perform the following tasks:

    - Oversee the day-to-day operations of the Account Payable work unit, providing supervision and guidance while supporting professional development and growth of all team members.

     

    -Oversee, supervise, and guide subordinates, ensuring their work aligns with organizational standards and policies.

     

    -Collaborate effectively with programs, vendors, and staff to facilitate smooth fiscal operations.

     

    -Implement year-end closing procedures as directed by the NYC Comptroller’s Office for the entire Agency to ensure proper accounting of the Agency’s programmatic liabilities.

     

    -Assist Deputy Director with drafting reports, analyzing audit and operational findings, including providing comments and recommendations to improve Fiscal Affairs controls, workflows and business processes with nexus to Fiscal Affairs.

     

    -Assist Deputy Director with coordinating meetings with the Comptroller’s Office, OMB, DOF and other City agencies in response to external requests and discussions.

     

    -Serve as proxy in absence of Deputy Director with oversight for all Fiscal Affairs work units

    Minimum Qualifications

    1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in accounting, including one course each in: advanced accounting, auditing, and cost accounting; and one of the following:

     

    (A) one year of satisfactory full-time experience in management auditing, financial auditing, and/or information technology (IT) auditing; or

     

    (B) a valid Certified Public Accountant license issued by the New York State Education Department; or

    (C) a valid Certified Internal Auditor certificate issued by the Institute of Internal Auditors (IIA); or

    2. A satisfactory combination of education and/or experience equivalent to "1" above. Education and/or experience may be substituted as follows:

     

    (A) two years of full-time satisfactory experience in financial or managerial accounting may be substituted for the one year of experience described in "1(A)" above;

     

    (B) undergraduate or graduate credits from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in management, computer science, public administration, and/or business administration may be substituted for up to 9 semester credits in accounting, on a credit for credit basis.

     

    However, all candidates must have a baccalaureate degree including or supplemented by 15 semester credits in accounting, including one course each in advanced accounting, auditing, and cost accounting, and one of the following: at least one year of the experience described in "1(A)" above or its equivalent; or a Certified Public Accountant license; or a Certified Internal Auditor certificate, as described in "1(B)"or "1(C)" above.

     

    Preferred Skills

     

    Experience reconciling data from FMS and using infoAdvantage reports

     

    Excellent research, analytical and problem-solving skills required especially for financial and accounting business transactions

     

    Supervisory experience with strong competency in team building and training

     

    Knowledgeable of the NYC budgetary process and how it relates to budgeting, fiscal, procurement and operations

     

    Expertise in using Power BI for creating reports, dashboards, data exploration, and managing datasets.

     

    Understanding data modeling concepts and the ability to create effective data models within Power BI.

     

    Ability to write custom calculations and measures using DAX within Power BI.

     

    Proficiency in querying databases using SQL for data retrieval and manipulation.

     

    Ability to connect Power BI to various data sources (databases, cloud services, etc.).

     

    Ability to analyze data, identify trends, and draw meaningful insights from data generated from operational activities

     

    Strong problem-solving skills to address complex business challenges and ability to understand, connect the dots and draw conclusions while considering multiple disciplines such as risk management, procurement, revenue, payments, legal, rules and regulations to get to a viable solution.

     

    Ability to explain complex data and findings to both technical and non-technical audiences.

    ADMINISTRATIVE ACCOUNTANT (NON - 1000B

    Qualifications

    1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

    2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
