    Summary This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent will be responsible for providing cost estimating, analysis, scheduling, and risk analysis in support of a variety of current and advanced programs supporting Joint Deployment and Distribution Enterprise (JDDE). Responsibilities As a COST ANALYST at the GS-0501-7/9/11/12 some of your typical work assignments may include: Develops and prepares cost studies and analyses for assigned Program Management Office (PMO)-managed programs. Ensures rigorous application of financial, cost and economic analysis policies, principles and practices to the cost analysis process. Provides advice, assistance, and guidance on behalf of the PMO with a variety of customers, stakeholders and functional area representatives. Develops strategies for analyzing, evaluating and presenting cost analyses for assigned programs. Requirements Conditions of Employment Qualifications You may qualify at the GS- 07, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service: Basic understanding of cost estimation and analysis for multiple programs, systems, or services. Basic understanding of providing cost analyses guidance and support to internal and external activities. OR B. you have 1 full year of graduate level education or superior academic achievement. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify at the GS 09 level , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service as listed below: Receiving training for cost estimation and analysis for multiple programs, systems, or service. Assisting with cost analyses guidance and support to internal and external activities. Receiving training on economic analysis outcomes to facilitate completion of operational and mission objectives. OR B. You have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. Working closely with team members providing timely and accurate cost analyses guidance and support to internal and external activities. Communicating cost and economic analysis outcomes. OR B. You have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. You will receive credit for all qualifying experience, including volunteer experience. Education GS-7, GS-09 and GS-11 ONLY: ARE YOU USING YOUR EDUCATION TO QUALIFY? You MUST provide transcripts or other documentation to support your educational claims. IMPORTANT: Although a college degree is not required for the 0501-series, this position is part of the Acquisition Professional Development Program (APDP). The Practitioner level certification requires the incumbent to either have or be willing to obtain 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competency in college-level mathematics or statistics with at least 3 of the 24 semester hours must be in calculus. Additional Information ACQUISITION POSITION: This position is part of the Acquisition Professional Development Program (APDP). The employee must meet the Back to Basics functional area certification requirements for career category: Program Lead Cost Estimator - Level: Practitioner within the timeframe range of 1 - 5 years from appointment date into the position.
