The City of Eugene is actively recruiting for an experienced Liability and Property Claims Adjuster. The position will investigate, analyze, and determine the extent of the City's liability concerning personal, casualty, and property loss/damage claims, as well as negotiating settlement when appropriate. The position will also be assisting in the administration of the City's recovery program and insurance program. This position is part of the Employee Resource Center (ERC) which is a division within the Central Services Department of the City of Eugene. The ERC delivers and supports traditional and non-traditional Human Resource and Enterprise Risk Management services.

About Limited Duration Position
+ This Limited Duration position could last up to 12 months or longer, per business need.
+ If you are a current Limited Duration employee, you will not have rights back to your Limited Duration position.

Strong Customer Service and Communication Skills
+ Provides courteous customer service and effectively works with the public, supervisors, co-workers, employees, union representatives, and other stakeholders representing various diverse backgrounds.
+ Provides a high level of confidentiality regarding claims and risk management issues.
+ Must have excellent written and verbal communication skills and ability to communicate effectively, both orally and in writing, with city staff, members of the public, and other stakeholders using courtesy and good judgment.
+ Must exercise tact, discretion, and patience in dealing with sensitive, complex, and confidential issues and situations with people in a variety of mental states and heightened emotions.
+ Must be comfortable giving public presentations when required.
+ Provides information and assistance to the public and other employees regarding liability and property claims processes.
Use of Technology
+ Proficiently uses computers and related software applications, internet research tools, reporting applications and various databases. Includes strong knowledge and skill in Microsoft Office programs, including advanced application of Excel and Word. Power Automate experience is desirable.
Strong Analytical Skills
+ Must have the ability to interpret Federal, State, and local statutes, regulations and administrative rules, codes, insurance policies, personnel policies, and labor contracts.
+ Must have the ability to research, explain, and monitor the application of policies, procedures, contractual agreements and Federal, state, and local laws, codes, and rules.
+ Must have the ability to research related subjects; prepare periodic and special reports, correspondence, and other written material; assists Program Managers as required in implementing and maintaining enterprise risk management programs.
+ Must have the ability to interpret and apply relevant program/department policies and procedures when making work decisions or when providing information to others. Produces reports showing claims experience and trends.
Exceptional Time-Management and Administrative Skills
+ Must have the ability to independently manage project timelines with limited supervision, coordinate activities with multiple departments, and reach necessary outcomes to complete assignments in a timely and accurate manner.
+ Must have flexibility to respond to and prioritize new projects on a regular basis.
Claims and Insurance Administration
+ For liability claims – investigates, evaluates and resolves claims filed against the City by third parties, which includes: evaluation of the City's liability exposure using established claim guidelines, policies, procedures, claim industry standards, applicable laws, legal doctrines; negotiation of settlements with claimants; reviewing and setting of claim reserves to ensure adequate loss funding; periodic claim file review and follow up to ensure proper and timely disposition; assisting and consulting with Management on complex claims, major losses or litigated cases; reconciling claim payments to general ledger; developing loss trend analysis and reporting.
+ For property claims – investigates, evaluates, and determines coverage for losses; works closely with departmental representatives and insurers.
+ For recovery claims – investigates, evaluates and pursues claims against third-parties who have damaged City assets or injured City employees, which includes: investigation of claims; analysis of cost recovery potential; development of loss documentation and costs; communication of cost recovery details to insurance companies and uninsured individuals; coordinating with City Prosecutor and District Attorney in order to pursue restitution from defendants, which may include testifying on behalf of the City.
+ Insurance Program Administration – participates in annual insurance renewal process, provides paraprofessional support for the administration of our insurance program.
+ Provides training to the organization on the Liability and Property Claims Program.

Minimum Qualifications
Experience
Four years of professional experience in general liability, auto, and/or property claims administration, preferably in the public sector.
Education
Equivalent to an Associate’s degree from an accredited college or university in the assigned program area, or a related one. A Bachelor’s degree is preferred.
Background
Must pass a background check.
License
Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

What to Expect from our Selection Process
