    Summary About the Position: An ideal candidate will have strong experience in construction quality & safety oversight or a background in construction mgmt. Possess an in-depth knowledge of construction standards, inspections, methods, & techniques, especially as they pertain to quality assurance surveillance and control of construction operations. Responsibilities Observes and investigates construction at all stages to identify problems, report potential problems, and take timely action to recommend changes to solve problems. Monitors contractor's quality control program and performance of contractor's quality control personnel. Maintains daily contact with contractors to coordinate plans, efforts and objectives, to discuss possible changes, and to exchange views on construction, methods and procedures. Coordinates construction activity between contractors and base utility managers and keeps project managers of using agency fully informed of all developments on the job. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience for GS-11: One-year of experience which includes inspecting ongoing construction in relation to the design plans and specifications to identify and correct deficiencies, as well as suggesting acceptable alternative construction methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-10). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job there is no education substitution for experience, you must qualify based on specialized experience. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
