**Pos** **ition Title:** Physical Security Manager
**Division** : BITS: Enterprise Security
**Summary Description:** We are seeking a proactive and detail-oriented Manager of Physical Security to lead the design, implementation, and continuous improvement of the NCEMC’s Physical Security program. This role ensures that critical infrastructure including substations, control centers, generation facilities, and corporate offices is protected against threats through a layered defense approach (deter, detect, delay, respond, recover). The Manager coordinates with internal departments, contractors, law enforcement, and regulatory bodies to ensure compliance with industry standards and regulatory requirements (e.g., NERC CIP-003-8 where applicable).
**Academic and Trade Qualifications:** Bachelor’s degree in criminal justice, Security Management, Emergency Management or 5+ Years of applicable work experience
**Work Experience:** 5–10 years of progressive experience in physical security, law enforcement, or related security work.
**Responsibilities** :
Program Leadership:
+ Develop and maintain the enterprise Physical Security Program, including policies, standards, procedures, and site security plans.
+ Conduct regular risk assessments, criticality analyses, and threat/vulnerability reviews to guide security investments.
+ Travel will be required as necessary to remote NCEMC locations across the state of N.C. Travel is estimated at ~20%.
+ Ensure alignment with industry standards and best practices (ASIS, DHS CISA, NFPA, NERC).
Operations & Incident Management:
+ Oversee the daily operation of security systems, including access control, video surveillance, intrusion detection, perimeter barriers, and visitor management.
+ Manage contract security officers and vendor support for guard services, monitoring, and technology maintenance.
+ Lead response to security incidents; coordinate investigations and reporting with law enforcement and regulatory agencies.
Capital & Project Management:
+ Plan and execute security infrastructure projects, balancing cost, risk reduction, and operational impact.
+ Prepare and manage budgets for physical security operations and capital projects.
Training & Awareness:
+ Develop training programs for employees, contractors, and security personnel on site access, reporting, and emergency response protocols.
+ Lead drills and exercises in coordination with internal safety personnel.
Governance & Compliance:
+ Ensure compliance with regulatory requirements (including NERC CIP-003 if applicable) and maintain audit readiness.
+ Report security performance metrics, risks, and improvements to senior leadership.
**Job Knowledge:** Site assessment, CCTV operations, Surveillance, perimeter defense, NERC CIP Physical Security Compliance low and medium impact a plus, Incident management, incident reporting, policy and program development.
