    Description

    The contractor will assist the TFDM Program Office (FAA) with a variety of Integration, Acquisition, and Operational Planning and Analysis. The contractor shall provide senior level management analysis expertise to support the planning and conduct of program management and financial management activities. The contractor shall conduct review and evaluation of cost, schedule, and other programmatic and technical documentation, as required, and provide written analysis and he support will include providing analysis and recommendations, and the contractor will support the FAA organization by helping manage FAA program interdependencies, assisting in the integration between FAA programs, providing recommendations, analysis and facilitating program management efforts and assisting in the fiduciary management oversight.

     

    Assist in providing research and service analysis to identify Concept of Operations (ConOps)

     

    shortfalls and related service gaps and dependencies. The candidate shall support the program office in data gathering and preparing responses.

     

    Responsible for developing and analyzing Excel spreadsheets related to weekly/monthly activity flow. Analyses may include average and trend analysis to identify potential project trends and risks to management. Supports creation of cost estimates for procurement actions. Develop management systems and processes that meet or exceed user needs and requirements.

     

    Assist the TFDM Program Office, by providing service analysis to determine shortfalls and

     

    gaps that must be factored into the development of related service planning activities.

     

    Specific tasks must include providing analysis of alternative approaches, dependency mapping

     

    tables, impact statements for proposed program service direction changes, and guidance

     

    material for the TFDM Program Manager to assist with decision making and planning.

     

    As User Teams in the research, conceptualization, development and introduction of

     

    TFDM services into the NAS. Support tasks include but are not limited to:

     

    • Assist with development of TFDM NAS Usage documentation; conduct of analysis and studies; development and/or implementation of associated processes.

    • Conduct implementation planning consisting of development of strategies for the integration and/or transition of NAS systems and components; NAS enterprise impact assessments; site evaluations; and site configuration requirements assessments.

    • Provide development and final quality assurance review for documentation submitted to TFDM Program Office and the TFDM contractor

    • Provide development, production, and presentation of higher-order analysis products in support of concept and implementation activities

    • Manage and track NAS User Team back-fill overtime information and documentation

    • Manage and track NAS User Team travel information and documentation

    • Provide quick-turn assessments to Requests for Information, and monitor changes over time

    • Develop methodology and data set for tracking program activities

    • Work as part of a team of Subject Matter Experts supporting the TFDM Program Office on various FAA & TFDM contractor workgroups such as Requirements, Interface, Safety, Security, Human Factors, Configuration Management, Logistics, Facility Implementation, Training and others as required

    • Work as part of a team of Subject Matter Experts providing review and feedback on TFDM related documents such as but not limited to CDRLS, Use Cases and Requirements.

    • Identify and influence additional data requirements based on gaps in analysis

    Qualifications

    MINIMUM TANGIBLE QUALIFICATIONS:

    + Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management

    + Reviews status of projects and budgets; manages schedules and their associated metrics, and prepares status reports

    + Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives

    + Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients

    + Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract

    + Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met

    + Demonstrate the ability to capture users’ needs by performing requirements elicitation directly with stakeholders, drafting and documenting requirements to implement changes to operational baselines

    + Serve on integrated cross-functional teams supporting studies and analysis

    + Participate in and facilitate large teams to reach requirement consensus to capture strategic capabilities for customers, both internal and external

    + Candidate must be highly organized, detailed, schedule focused, good communication skills, and collaborative

     

    Master of Business Administration and 5+ years’ experience. Would consider a Bachelor of Arts/ Science Degree with 10 years related experience or an Associate of Arts/ Science degree and 15 years of related experience

     

    US Citizenship required with the ability to obtain and maintain a Public Trust clearance

     

    Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
