    Job Description

    Provides support and guidance for financial planning and analysis, anticipates and plans for a wide range of financial scenarios. Crafts and manages financial structures with university-wide constituents. Coordinates with system office personnel in the development of the annual Minnesota State Annual Financial Report. Analyzes trends and develops models to make recommendations for short and long-term fiscal planning. This position will oversee financial reports for the University, and coordinate with Office of the Chancellor on reporting data needs.

    PRINCIPLE RESPONSIBILITIES AND RESULTS

    1. In conjunction with the Accounting Director, this position will coordinate with Office of the Chancellor staff in preparation of financial statements (i.e., statement of net assets, statements of revenues, expenses, and changes in net assets, cash flow statements) for the university and to coordinate financial report and statement preparation so that statements are completed on an accurate, consistent, and on a timely basis and in accordance with Generally Accepted Accounting Principles (GAAP).

    a. Coordinate the information flow for the whole financial reporting process, including information from Office of the Chancellor Financial reporting for system-generated data. Assist in resolving conflicting data between Financial Reporting and the University. Prepare financial schedules and help define disclosure needed and prepare disclosure notes for inclusion in the Minnesota State Annual Financial Report.

    b. Identify information needed for assigned area and determine sources and/or methods to prepare coordinating efforts with others in financial reporting and Office of the Chancellor assistance to avoid duplication of effort.

    c. Prepare financial reporting and provide support of audits for auxiliary services, Athletics, and other funds/operations as necessary.

    d. Provides assistance and guidance to other financial reporting staff in the process of gathering

     

    information and developing disclosure.

     

    e. Help resolve problems/conflicting needs with other financial reporting, fund accountants, IT, and other university staff in work related to assigned areas to ensure that information presented is accurate and consistent and that it meets GAAP reporting standards.

    f. Develops financial reporting systems for state, federal, and other funding sources to comply

     

    with state and federal auditing and reporting requirements by preparing budgets for federal

     

    grant requests, financial plans, and expenditure reports; establishing accounting and documentation procedures.

    2. Manages planning models for strategic projects and initiatives as requested. Develops and maintains complex financial modeling to maximize financial resources, meet objectives, and improve financial management by analyzing present needs and projecting future needs.

    a. Research and analyze data, trends, and requirements to create and analyze scenarios that meet current and future department and campus objectives.

    b. Collaborate with VP for Finance and Administration, Associate VP for Finance and Administration, Director of Business Services, Accounting Director, as well as other senior management on policy, procedures, strategies, and initiatives of financial operations. This includes holding meetings, initiating correspondence, and collaboration across campus.

    c. Prepare reports modeling various project scenarios to Directors, Department Chairs, VPs, and finance staff for strategic planning. Responds to various information requests presented to the department.

    Priority: Essential Percent of Time: 25%

    3. Helps guide the work assignments of the Accounting staff in accordance with established work flow/assignment requirements. This is accomplished by reviewing assigned workloads to help ensure effectiveness and efficiency. This position will also identify problems and concerns and responds with recommend solutions.

    a. Trains co-workers, as directed, in specific task and job practices and procedures to improve and maintain performance levels by communicating timetables and quality standards for tasks.

    b. Provides instruction on policies and procedures as needed.

    c. Provides technical expertise to address agency financial management needs by directing or facilitating project teams or agency workgroups dealing with issues, including structural change or financial management needs, developing requests for proposals or contract proposals and by responding to individual executive requests for specific financial services.

    d. Schedules, distributes/balances, and guides the work assignments of co-workers.

    4. Provides leadership and guidance to Business Services staff and other departments on completing business office processes, ad hoc data needs or inquiries, or specific institution initiatives.

    a. Advise Business Services staff on a process to identify and review factors to be monitored for efficient preparation of financial statements such as occurrence dates and reporting periods.

    b. Supports operations of the Student Accounts area within the Business Office. This includes providing guidance to personnel on initiating strategy and objectives while collaborating with stakeholders across campus.

    c. Consult and coordinate with Business Services and other campus department’s office staff to reach an agreement on resolution of deficiencies and deadlines for completion of financial statements.

    d. Meet with Business Services staff, other departments on campus, and Office of the Chancellor staff to discuss and present persistent problems and their impact on financial reporting.

    e. Recommend policy and procedure changes to the Business Services Director where problems are not resolved after concerted efforts or when efficiencies can be created.

    f. Monitoring key financial factors so that erroneous or missing information is identified and corrected so that accurate and consistent information is available when needed, within Business Services and/or across campus.

    g. Coordinate and define any needed training to eliminate data problems, address data integrity, and response to internal audits.

    5. Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.

     

    Priority: Secondary Percent of Time: 5%

    Minimum Qualifications

    1. Experience in Government/Fund accounting environment.

    2. Familiarity with generally accepted accounting principles including Cost Accounting and practices sufficient to coordinate various phases of accounting functions.

    3. Financial management and analysis skills sufficient to apply them to strategic and business planning, problem identification and resolution.

    4. Knowledge of financial, statistical, database and spreadsheet software sufficient to apply to business needs, of budgeting policies and practices sufficient to prepare or direct preparation of, review, and analyze annual operating budgets and internal fiscal documents.

    5. Ability to prepare and interpret complex trend data, fiscal records and reports, recognize problems and effect solutions, and to be able to establish and maintain effective working relationships with managers, other employees, and the public.

    6. Ability to create models, forecasts and trend data to anticipate financial needs and opportunities,

     

    and to relate accounting systems to overall functions of units and the University

    Preferred Qualification

    1. Bachelor's Degree in Accounting or related field and five years accounting experience, or equivalent professional experience.

    2. Demonstrated experience in auditing and interpreting financial and budget documents, especially in Fund Accounting.

    3. Demonstrated ability to analyze fiscal reports for adherence and conformance to federal laws, state statutes, and department policies.

    4. Familiarization with financial operations of leading educational institutions.

    5. Experience analyzing student financial information.

    6. Experience in preparation of audited financial statement according to GAAP.
