    The Division of Medicaid has an exciting career opportunity for a dynamic forward-thinking, innovative professional with strong leadership and communication skills who can excel under pressure as aFinancial Operations Bureau Chief at our downtownBoiselocation. This position will be located at our downtown Boise office and report to the Deputy Administrator of Operation and will have primary oversight of Medicaid areas supporting work across the program and division. Areas of oversight include financial recovery, provider reimbursement, program integrity, and financial information management. We are seeking a self-directed leader versed in managing multiple programs, dealing with ambiguity, and providing vision and leadership in a public environment. The ideal candidate will be adept at cultivating strong stakeholder relations and managing programs that are complex, diverse and across multiple subject areas. The Division of Medicaid manages healthcare services ensuring comprehensive care is accessible to the most vulnerable residents of our state, promoting outcome-based, efficient health and human services delivery system. We serve over 350,000 children, low-income adults, families, seniors and people with disabilities through several Medicaid programs with over a $5 billion-dollar annual budget.

     

    This position is a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

     

    This position may be eligible for limited telework after successful completion of necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

    EXAMPLE OF DUTIES:

    + Oversee compliance with and implementation of state and federal regulations and requirements.

    + Ensure development, implementation, and fiscal responsibility of statewide program operations and budgetary requirements.

    + Plan and direct major specialized units; may perform complex accounting, forecasting, modeling and trend analysis, auditing, or budgeting reviews and analyses.

    + Provides oversight of contracts procurement, budgets and processes to ensure timely management of contracting life cycle in alignment with CMS obligations and state purchasing regulations.

    + Investigates, troubleshoots, and resolves or recommends solutions to complex or unusual inquiries, problems and issues.

    + Directs the development of program procedures; directing the formulation of optimal strategies for planning, prioritizing, developing, promoting, and implementing programs, considering needs, demand, resource availability, and barriers to implementation; directing staff in establishing and prioritizing goals and objectives.

    + Collaborates and responds to requests from legislators, local government officials, internal and external stakeholders and the public.

    + Recommends, interprets, and applies regulations and policies and ensures consistency and compliance with governing laws and regulations.

    + Provide professional consultation regarding financial matters and their application.

    + Hires and trains staff and evaluates performance; directs implementation, maintenance and evaluation of assigned operations and programs; providers guidance and direction to assigned staff; coordinates assigned activities with other department operations; ensure effective communication among department, division and operations staff.

    MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications below to pass the exam for this position.     + Good knowledge of m anagement practices. Typically gained by completion of at least two, three-credit college-level management courses equivalent to "Management and Organizational Theory," "Personnel Administration," and "Organizational Behavior" (that cover the five elements of management - Controlling, Leading, Organizing, Planning and Staffing) AND at least two years of experience in a supervisor/management role for professional staff; OR at least three years of experience managing a major program and providing leadership of professional staff.

    + Experience developing and administering policies, procedures and a program budget. Typically gained through experience developing and recommending regulations, policies and procedures. Applicants must also have work experience projecting fiscal impacts of programs, negotiating contracts and/or working with personnel, operating and capital budget, typically for a period of at least two years.

    + Experience implementing organizational change within a service delivery program. Typically gained through at least two years' experience in a management, supervisory or consulting role implementing projects to meet special needs, incorporating tasks and methods to implement change.

    + Experience applying measurement processes/methods for assessing program outcomes or progress toward goals. Typically gained through at least one year experience applying measurement and tracking methods in assessing progress toward stated program goals OR a combination of college coursework (statistics, research methods, evaluation methodology, or related field) and experience.

    + Experience preparing and presenting oral presentations to groups. Typically gained through at least one year experience researching, compiling and organizing information in order to make oral presentations about the information to groups in a business setting; topics may be informational, technical, or behavioral. Take into account audience size, topic, length, and frequency of the presentations. One-to-one training is not qualifying.

     

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

     

    + Master's or Bachelor's degree in business or healthcare related field.

    + Experience in a leadership role and overseeing staff.Typically gained by three (3) years of work related experience in a leadership role and overseeing staff.

    + Experience in a healthcare related field.Typically gained by five (5) years of work experience in a healthcare related field.

    + Experience managing budgets with state and federal funds.Typically gained by at least two (2) years of experience as a manager, supervisor, or professional staff member performing this activity.

    + Considerable knowledge of state and federal Medicaid requirements, including Title XIX (Medicaid), Title XXI (CHIP), and Title XVII (Medicare).Typically gained by at least three (3) years of professional experience where understanding of related laws and regulations was a job responsibility.
