    Position Details:

    This is a full time (40 hours per week) position assigned to the Labor Relations Division, who supports the Department of Correction (DOC (https://portal.ct.gov/DOC) ). This recruitment may be considered for future Secretary 1 opportunities within OPM, for locations in the Greater Hartford and surrounding areas.

     

    + Location: Department of Correction

    + Work Hours: Full time, 40 hours per week

    + Schedule: Monday – Friday

    About Us:

    At OPM (https://portal.ct.gov/opm) we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor. OLR (https://portal.ct.gov/opm/olr-publications/about/about-office-of-labor-relations) serves as the Governor’s designated representative, through the Secretary of OPM, on collective bargaining matters for the majority of executive branch State employees.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for performing a full range of secretarial support functions.

    EXAMPLES OF DUTIES

    + Compile and process daily union information requests, including complex multi-day data gathering;

    + Ensure accurate and timely fulfillment of Article 7 and 8 union requests;

    + Schedule and coordinate Labor Management meetings for multiple Commissioners;

    + Respond to initial unemployment claims and manage follow-up action as needed;

    + Process Union Business Leave requests received by the Office of Labor Relations, Department of Corrections;

    + Maintain and oversee labor relations filing systems and documentation;

    + Log incoming grievances and prepare case files for Agency Labor Relations Specialists;

    + Preform general clerical support for the Labor Relations unit.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + office systems and procedures;

    + proper grammar, punctuation and spelling;

    + Knowledge of

    + business communications;

    + business math;

    + Skills

    + interpersonal skills;

    + oral and written communication skills;

    + Ability to

    + schedule and prioritize office workflow;

    + operate office equipment which includes computers, tablets and other electronic equipment;

    + operate office suite software;

    + take notes (shorthand, speedwriting or other method acceptable to the supervisor).

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Two (2) years of experience above the routine clerk level in office support or secretarial work.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training in the secretarial sciences may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of one (1) year.

    PREFERRED QUALIFICATIONS

    The preferred candidate will have the following professional experience:

    + Experience using Microsoft Office Suite including Outlook, Word, One Drive and Excel.

    + Experience generating accurate and complete work while under the restraints of a deadline.

    + Experience handling sensitive and confidential information.

    + Experience organizing, tracking, and retrieving information using electronic-based systems.
