    APPOINTMENT TYPE: This is a Permanent Exempt (PEX) (Category 18) position.  This position is excluded by the Charter from the competitive civil service examination process and incumbents are “at will” and shall serve at the discretion of the Appointing Officer.

    Under the general supervision of the Director of Safety, Health, and Compliance, the Safety and Health Systems Program Officer will support in the development, implementation, evaluation and sustainability of the new Safety and Health Management System (SHMS) in a cooperative and proactive effort between labor and management to prevent accidents, injuries, illness, and death from work-related causes. The information contained in the SHMS will be used to assist SFO personnel in carrying out best practices to maintain a safe and healthy working environment.

    You are excited about this opportunity because you will:

    + Direct and participate in investigations and surveys of plants, facilities, and buildings; evaluate potentially hazardous conditions; observe work activities as part of SFO’s existing safety and health management practices. Apply best practices and lessons learned to the Safety & Health Management System (SHMS) program.

    + Establish the SHMS training program and develop appropriate materials, including manuals, bulletins, and written procedures. Organize, conduct, and participate in safety meetings. Provide meeting agenda, materials, minutes, and follow-up action items to all participants accordingly.

    + Evaluate the effectiveness of occupational safety programs based on research and consultation with key stakeholders, and compile information and documentation in preparation for producing reports.

    + Obtain, maintain, and analyze occupational safety and health data to identify trends, develop the SHMS recordkeeping policies and procedures, and prepare management reports.

    + Incorporate current Federal, State, and local legislation and information relating to transportation, industrial, and occupational safety in the SHMS program.

    + Develop, review, and revise occupational policies and procedures that are included in the SHMS program.

    + Monitor progress of the SHMS development and implementation and adjust project plan and schedules as necessary.

    + Required to have prompt and regular on-site and in-person presence during regular business hours and as-needed.

    + Serve as the alternate Safety Officer when applicable.

    + Perform other duties as assigned.

    Nature of Work: The normal work period is Monday through Friday, however, you may be required to report to work on weekends, evenings, and holidays to support Airport emergencies.

     

    + Education: Possession of a Master’s Degree in Safety, Occupational Safety and Health, Safety Management, or equivalent degree in a closely related field from an accredited college or university; AND

    + Experience: Four (4) years of professional industrial or occupational safety experience, which must include work safety assessments, engineering design review, accident investigation, safety program development and safety management; AND

    + Certification: Certification as a Certified Safety Professional (CSP) by the American Board of Certified Safety Professionals; AND

    + License: Possession of current valid California driver’s license; AND

    + Ability to wear personal protective equipment, such as respirator and the ability to climb ladders, bend, squat and crawl in tight spaces to safely access work sites. Note: A medical examination and the probationary period will be used to evaluate this qualification.

    Substitutions:

    + Combination of a baccalaureate degree in one of the disciplines specified in MQ #1 and six (6) years of experience as described in MQ #2 may substitute for qualifications #1 and #2.

    + Combination of a baccalaureate degree or graduate degree in Engineering, Physical or Natural Sciences from an accredited college or university and seven (7) years of experience as described in MQ #2 may substitute for qualifications #1 and #2.

    + Combination of any baccalaureate or graduate degree from an accredited college or university and eight (8) years of experience as described in MQ #2 may substitute for qualifications #1 and #2.

    + Registration as a Professional Engineer in Safety by the State of California Board of Professional Engineers and Land Surveyors may be substituted for the certification MQ #3.

    + A graduate degree as described in MQ #1 and six (6) years of experience as described in MQ #2, without a CSP, is qualifying.

     

    One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

    Desirable Qualifications:

    The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

     

    + Extensive knowledge of OSHA, Cal/OSHA regulations

    + Knowledge and experience managing workers’ compensation programs

    + Familiarity working in a highly regulated government or transportation related industry

    + Excellent written and verbal communication skills

    SELECTION PROCEDURES

    The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

    Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

     

    Customs Clearance: This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

     

    Medical Examination: Prior to appointment, candidates must successfully pass a medical examination to determine their ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.
