Job Description
The Senior Strategy and Technical Advisor will support the ICF team implementing the Demographic and Health Survey (DHS) Program, a multi-donor supported effort focused on improving the collection, analysis, and dissemination of population, health, and nutrition household and facility survey data and to facilitate use of these data for planning, policymaking, and program management. The DHS currently focuses on survey implementation in over 20 countries, the maintenance of a centralized information hub with data sets, tools and resources; and testing innovations for data analysis and use that can inform the program’s future.
Primary Responsibilities:
**The Senior Strategy and Technical Advisor** will provide strategic leadership in support of the implementation team for the DHS Program, with primary responsibility for:
+ Ensuring coherence and consistency in vision and quality standards across all program activities.
+ Driving discussions with contributing stakeholders to ensure alignment between stakeholder objectives and programmatic vision;
+ Serving as a trusted advisor and subject matter expert in technical competency areas that are relevant to the project (e.g. demography, health, gender, survey management, data use);
+ Proactively contributing to enabling a motivational environment that maximizes the potential of the team;
+ Ensure that the DHS program stays on the cutting edge of technical leadership for population and health surveys.
+ Contribute to the expansion of ICF’s Global Health Work in related areas linked to global survey research and global health.
_The individual will sit on the program’s management team. The position is based in Rockville, MD with international travel estimated to be 10- 20%._
Required Experience and Qualifications:
+ Master’s degree in demography, public health, economics, sociology, or related health, medical, or social science discipline; At least thirteen (13) years of experience in strategic management of global health programs with proven capacity to effectively engage with diverse stakeholders and find practical solutions to complex challenges.
+ At least ten (10) years of experience in providing strategic direction for global population-based surveys or related programs (these 10 years of experience can be concurrent with the previous requirement);
+ At least 10 years of experience working effectively and collaboratively with host country governments and private foundations, bilateral or multilateral organizations; and/or US Government Agencies.
+ 5 years' experience leading diverse teams of people implementing global health programs
+ Fluency in English.
Preferred Experience and Qualifications
+ Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in low- and middle-income countries preferable.
+ Demonstrated competence in the analysis of population-based and/or facility-based data preferable.
+ Additional fluency in French, Spanish, Portuguese, or Arabic is preferable.

**Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$143,041.00 - $243,170.00
