General Description
This is a staff position responsible for the identification, development, and implementation of operational improvements, and for tracking performance information. Incumbents serve as analysts and advisors to management on the evaluation of the effectiveness and efficiency of operations. Incumbents in this position have a wide latitude in performing their duties and report to a department, bureau or division head. Related work is performed as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.
Typical Work Activities
+ Proposes recommendations for organizational structure and procedures associated with the improvement of existing operational processes;
+ Conducts methods and systems evaluations of operational processes;
+ Researches problems and issues, and develops strategies and plans for resolution;
+ Assists in the design and/or implementation of management information systems, and acts as liaison with Information Technology Department and software vendors;
+ Maintains and utilizes management information systems for tracking, analyzing and reporting statistical data used to monitor operational performance;
+ Develops methods, procedures and approaches to maximize the utilization of management information Systems;
+ Monitors the quality of data to ensure its integrity;
+ Prepares correspondence, and statistical and narrative reports;
+ Trains staff in operational processes and procedures, and the use of various software packages;
+ Reviews and monitors division performance reports;
+ Designs, conducts and interprets surveys;
+ May lead teams on assigned projects, and perform project manager duties.
Minimum Qualifications
+ Bachelor’s degree in Business Administration, Public Administration, Economics, Information Technology or Statistics PLUS:
+ Three (3) years in management, research, or business system analysis which involved the use of statistical, database, and reporting software.
Management analysis is defined as experience analyzing the business needs to identify business problems and propose solutions. The recommendations may relate to strategy, structure, operational process, resource deployment, and the application of technology.
Research analysis is defined as experience developing and managing research projects, which involve various research methods of data collection, data analysis, and interpreting statistical and other information.
Business systems analysis is defined as experience researching, planning, and recommending software and system choices to meet an organization’s business requirements.
